The Records and Information Management Specialist (RMO) for VBA facilities has oversight for the facility-wide Vital Records management program. The RMO's duties are required in order to protect Veteran, employee, and other agency sensitive information from unauthorized use, disposal, and destruction. The position is located in the Support Services Division under the general direction of the Support Services Supervisor. The duties include, but are not limited to:
Maintains oversight for the facility-wide Vital Records management program including electronic files containing sensitive information/data;
Functions as the subject matter expert and records liaison for administrative records;
Provides oversight and management of the records information life cycle, maintenance, amendment, and disposition (destruction, shredding, sanitization, and transfer);
Provides administrative functions in support of the Support Services Division to include the work study program, privacy awareness program, and Freedom of Information Act program;
Work Schedule: Full-time, 40 hours per week, Monday - Friday

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Requirements: The work is primary sedentary, although some slight physical effort may be required.

Specialized Experience:
GS-09 Level:
1. One year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal Service is required. Specialized experience is experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position. Experience consists of applying established procedures, policies and regulations in order to protect sensitive information from unauthorized use, disposal and destruction. Examples of specialized experience would typically include, but are not limited to:
Utilizing data from studies to determine program needs;
Providing advice and guidance to records liaisons and records custodians on Record Information Management lifecycle requirements;
Ensuring the protection of sensitive information from unauthorized use, disposal and destruction;
Developing and implementing agency or organization specific Record Information Management processes;
OR
2.Two full years of progressively higher level graduate education or a master's or equivalent graduate degree (such as LL.B. or J.D.) in a field closely related to this position.
OR
3. A combination of specialized experience as described in GS-9.1 and more than one year of graduate education as described in GS-9.2 which totals at least one year. (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
GS-11 Level:
1. One year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal Service is required. Specialized experience is experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position. Experience consists of well-developed skills to research and analyze procedures, guidance, and requirements in order to protect sensitive information from unauthorized use, disposal and destruction. Examples of specialized experience would typically include, but are not limited to:
Modernizing records management functions by managing the transition of agency paper records to electronic records;
Development and maintenance of records management programs and/or initiatives;
Analyzing Record Information Management business processes and providing recommendations to improve workflow and create efficiencies by making use of automated tools, systems, and technologies;
Developing and managing a records management program that includes training peers or subordinate employees on the rules and regulations regarding records management and protection of sensitive information under the Privacy Act of 1974 and HIPPA;
OR
2.PhD. or equivalent doctoral degree or three full
years of progressively higher level graduate education leading to such a degree
in business, management, economics, finance, statistics or another field that
demonstrates the knowledge, skills, and abilities necessary to do the work of
this position.

3. A combination of specialized experience as
described in GS-11.1, and more than two years but less than three years of
education as described in GS-11.2. (To compute the percentage, divide your
total months of qualifying experience by 12. Then divide your semester hours of
graduate education beyond two years by 18. Add the two percentages. The total
percentage must equal at least 100 percent to qualify.)
