This position is located in the United States Department of the Treasury, Bureau of the Fiscal Service (FS), Deputy Commissioner (Financial Services and Operations), Payment Management, Kansas City Regional Financial Center, Diversified Payment Services Branch (DPSB). The mission of Payment Management is to provide a full spectrum of unparalleled payment services on behalf of government entities to the American public. The DPSB supports this mission by providing support for payment-focused programs and services, including the Automated Standard Application for Payments (ASAP) Project Support Section, the Diversified Payments Processing Section, International Treasury Services (ITS), and Fedwire payment processing.
This position reports to the DPSB Program Manager. The incumbent plans, organizes, directs, coordinates, and evaluates the activities and processes of the Bureau’s Capital Planning and Investment Control (CPIC) process, Enterprise Project Management framework, and Portfolio Management and Governance regarding major Information Technology (IT) investments for ASAP.

As a Project Analyst, you will:
- Manage the CPIC process required for IT investments as federally mandated by the Clinger-Cohen Act; maintain project schedule and manages the investments risk management system. Develop, monitor, implement, and evaluate current or projected complex IT investment projects; design, conduct, and prepare evaluative reports on new and existing initiatives; and recommend effective operations consistent with overall IT investment project objectives.
- Oversee process and continuous improvement initiatives to support the CPIC and FS Portfolio Management programs. Contribute to the development of FS long-term technical vision and the strategic and tactical planning processes in support of bureau business goals and objectives. Develop investment IT business solutions to assure conformance to FS and Payment Management IT short- and long-term strategic goals, ensuring the investment is meeting the goals and is on track. Work with the Fiscal Agent's representatives and FS Development team to ensure all phases of the development effort's functional requirements are fully outlined and planned. Work with DPSB Program Manager to set the strategic direction for the project and business priorities.
- Prepare reports and other documentation on CPIC and Portfolio Management issues for senior management officials. Thoroughly research and document issues; identify key issues to be decided; present alternatives, arguments, and recommendations in a logical, organized, and persuasive fashion; and present sufficient background material to deciding officials with a complete assessment.
- Prepare, maintain, and interpret CPIC required documentation for individual IT investments to be submitted to the Department of the Treasury and Office of Management and Budget (OMB). Prepare, submit, and is responsible for the maintenance of project documentation required by CPIC (i.e. Alternatives Analysis, Risk Management Plan Operational Analysis, etc.). Collect and present planned versus actual spending and planned versus actual schedule performance figures.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
