This vacancy is for multiple Program Analyst positions in the Associate Director for Decennial Census Program (ADDC) located at the U.S. Census Bureau Headquarters in Suitland, Maryland.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

Relocation expenses may be paid.

This is a BARGAINING unit position.

This position maybe filled through means other than the competitive promotion process and more than one position may be filled within the U.S. Census Bureau under this announcement.

The individual selected for this position will:

  • Use management and organizational techniques, systems and procedures to coordinate activities

Qualifications

Specialized Experience:

For GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal services. Specialized experience is coordinating, preparing, and analyzing the necessary steps to complete reports; assisting in the development, design, documentation, and implementation of reports; developing findings and recommendations; conducting studies concerned with the efficiency and effectiveness of program operations and preparing recommendations; assessing the productivity, effectiveness, and efficiency of program operations and providing recommendations; working with software packages to develop presentation materials that includes handouts, overheads, and/or participant materials; conducting studies of work procedures, functions, and management initiatives; and preparing data summaries for inclusion in routine and special reports.

OR

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education.

For GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal services. Specialized experience is coordinating, preparing and performing the necessary steps to complete reports; producing assignments which contain potentially controversial issues; conducting studies concerned with the efficiency and effectiveness of program operations; researching management practices for application to programs or operations; and reviewing, verifying, and analyzing data submitted for consistency with financial reports to identify problems and make recommendations to management.

OR

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education.

For GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal services. Specialized experience is planning, coordinating, evaluating, and interpreting the necessary steps to complete reports; producing assignments which contain potentially controversial issues; conducting studies concerned with the efficiency and effectiveness of program operations; researching management practices for application to programs or operations; reviewing, verifying, and analyzing data submitted for consistency with financial reports to identify problems and make recommendations to management; developing solutions to difficult problems that do not have readily available precedents; making independent decisions affecting the daily operation of programs; and adapting methods to specific work situations.

Education cannot be substituted for experience at this grade level.

NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

3. Referral: If you are among the top qualified candidates, your application will be referred to a selecting official for consideration and possible interview.
