This vacancy is for multiple Program Analyst positions in the Associate Director for Decennial Census Program (ADDC) located at the U.S. Census Bureau Headquarters in Suitland, Maryland.

**Multiple selections may be made from various directorates within the Census Bureau from this announcement for a position with the same title, series, grade(s) promotion potential, general job responsibilities and duty location.**

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

Help

The individual selected for this position will:

  • Develop strategies, policies, and implementation plans to maintain optimum organizational performance.
  • Analyze and evaluate data on program progress, performance, meeting schedule timelines, and program objectives.
  • Develop short-range plans for high-level financial and budget related issues and activities.
  • Make presentations to reporting divisions and Bureau managers on behalf of the Associate Director.
  • Evaluate the operating demands placed on reporting divisions because of workload expansion/contraction in the context of organizational and staffing implications.

Qualifications

Specialized Experience:

For GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal services. Experience for this position includes conducting analyses and performing projections of planned versus actual expenditures; developing short-range plans for high level financial and budget related issues and activities; working with senior staff to plan research activities and having the ability to develop materials for responding to data calls and inquiries.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Knowledge of Project Management principles
  • Knowledge of budget and staffing processes.
  • Ability to prepare cost estimates and staffing projections.
  • Ability to analyze and evaluate major program and /ormanagement aspects of long-range survey and /or census missiion-oriented programs.
  • Ability to develop monitor, and update schedules

3. Referral:
If you are among the top qualified candidates, your application will be referred to a selecting official for consideration and possible interview. In addition, if you meet the minimum qualifications, we will compare the required documentation to your responses on the scored occupational questionnaire and place you in one of three pre-defined categories. These categories are "gold", "silver", and "bronze". Candidates placed in the "gold" category will be identified for referral to the hiring manager and may be invited for an interview.
