Summary

This position is located within the National Indian Gaming Commission (NIGC) , Division of Compliance. The Commission’s primary mission is to work within the framework created by the Indian Gaming Regulatory Act (IGRA) for the regulation of gaming activities conducted by tribes on Indian lands to fully realize IGRA’s goals: (1) promoting tribal economic development, self-sufficiency and strong tribal governments; (2) maintaining the integrity of the Indian gaming industry; and (3) ensuring that tribes are the primary beneficiaries of their gaming activitivities

The salary range for Portland OR, is equivalent to the GS-11

If hired as the equivalent to the GS-11, your salary range wil be $62,531 - $81,290

If hired as the equivalent to the GS-12, your salary range wil be $74,950- $97,434

If hired as the equivalent to the GS-13, your salary range wil be $89,125- $115,867

This position is in the excepted service and not subject to competitive service procedures. Competitive Civil Service status is not acquired under this appointment. New appointees to the Federal Government must serve a two year trial period. Merit Promotion procedures do not apply.

The NIGC has determined that the duties of this position may be suitable for telework with supervisory approval in the duty location of Portland, OR

Help

At the full performance level GS-11 the major duties of this position include, but are not limited to the following:

  • Performs audits of class II and class III gaming operation to ensure compliance with the Indian Gaming Regulatory Act of 1988 (IGRA), the regulation of the NIGC, and the provisions of the tribal gaming ordinance/resolution.
  • Serves as the NIGC’s representative with tribal government with respect to gaming matters
  • Provides training and technical assistance to tribal governments, tribal regulatory authorities, gaming operation personnel and contract managers to ensure compliance with the IGRA and NIGC regulations.
  • Conducts audits to investigate known or alleged violations of the IGRA and NIGC regulations, prepares reports and testifies in administrative hearings or other proceedings as designated by the Commission to hear such matters.
  • Coordinates with responsible management officials; and evaluates the validity of tentative findings and recommendations that have been identified.

Minimum Qualification Requirements:

To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying.

(1) Basic Educational Requirements:

In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:

Basic Requirements

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
(2) Specialized Experience

To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience:
  • To qualify for the GS-11 level, all applicants must possess at least one full year of specialized experience at or equivalent to at least the next lower grade level (­­­­GS-9). Specialized experience includes: familiarityandcomprehensionwith the Indian Gaming Regulatory Act of 1988(IGRA),and federal,state,and Indian laws and regulations; knowledge of the roles played by federal, state, tribal and local law enforcement agencies in regulating and enforcing laws and prosecuting matters pertaining to Indian gaming; ability to apply methods required to conduct audits pertaining to matter of interest to the organization, preparing concise and clear written report reflecting audit findings and testifying in administrative hearings or other proceedings. Knowledge of Indian gaming operations and the ability to distinguish between class I, II, and III gaming as defined in the IGRA and agency regulations.
OR

Education: A Ph.D. or equivalent degree or three full years of progressively higher-level graduate education leading to a doctoral degree.

CONDITIONS OF EMPLOYMENT

A preliminary background check must be completed before a new employee can begin work with the National Indian Gaming Commission. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau Security Office.
