As hiring officials with U.S. OPM seek to fill positions utilizing a non-competitive hiring authorities, they will be provided qualified applicants whose information, resume and required documentation meet the criteria of the particular position(s) being filled. Applications submitted will be kept on file for a period of six (6) months after which time they will be marked inactive in the system. Applicants who provide all required information and supporting documentation along with their resume will be reviewed for consideration for the following types of positions as they become available:
Suitable for Federal employment, determined by a background investigation
Males born after 12-31-59 must be registered for Selective Service
Must be a Veteran eligible for non-competitive appointments
Qualifications
As positions become available and hiring officials request to consider applicants under non-competitive hiring authorities,a review of available resumes and supporting documentation will be made. All applicants in this file are required to meet the criteria for non-competitive appointments for veterans in order to be considered.
These hiring authorities are:
1.) 30% Veteran Eligible: Retired from active military service with a disability rating of 30 percent or more; or rated by the Department of Veterans Affairs (VA) since 1991 or later to include disability determinations from a branch of the Armed Forces at any time, as having a compensable service-connected disability of 30 percent or more.
2.) Veteran Recruitment Appointment (VRA) Authority: This authority allows appointment of eligible veterans up to the grade of GS-11. Veterans are hired under this excepted appointment to positions that are otherwise in the competitive service. After individual completes 2 years of service, the veteran must be converted non competitively to a career or career-conditional appointment.
To qualify, you must meet one of the following: Disabled veterans; or Veterans who served on active duty in the Armed Forces during a war, or in a campaign or expedition for which a campaign badge has been authorized; or Veterans who, while serving on active duty in the Armed Forces, participated in a United States military operation for which an Armed Forces Service Medal was awarded; and veterans separated within the last 3 years.
Veterans claiming eligibility on the basis of service in a campaign or expedition for which a medal was awarded must be in receipt of the campaign badge or medal. This awarded must be annotated on the DD 214 or supported by a copy of orders or certificate if not listed. In addition to meet the criteria above, eligible veterans must have been separated under honorable conditions (i.e., the individual must have received either an honorable or general discharge).
Military retirees at the rank of Major, Lieutenant Commander (O4) and above are not eligible for preference unless they are disabled veterans.
Education
Applicants claiming completion of a college degree course must provide transcripts in order to receive credit. For initial verification purposes unofficial transcripts may be provided. Should you be selected for employment, original and official transcripts may be required.
