Perform engineering design work for projects in the electrical, electronics and telecommunications fields to include preliminary site investigations to determine feasibility of projects, define problem areas, and obtain data for design.
Prepare preliminary design alternatives and cost estimates for evaluation prior to final design. Prepare final designs, specifications, and cost estimates for work by both contractors and Corporation personnel.
Serve as technical expert and troubleshooter on electrical, electronic and telecommunications equipment/systems, including power distribution systems, programmable logic controller systems and human machine interface software programs.
Prepare written specifications and justification for capital plans; discusses projects with vendors; provide information and training to system users; prepare preliminary and final sketches and drawings for engineering projects using AutoCAD and manual drafting skills.
Serve as backup on administrative responsibilities for the Lock Control/Status System, CCTV system, Automatic Identification System (AIS), Traffic Management System (TMS), computer-controlled HVAC systems, water level sensing and recording equipment, and electronic access control systems.

Qualifications

To qualify for the GS-11, you must have:
one year of specialized equal or equivalent experience performing professional electrical and electronics engineering assignments of limited scope and difficulty by directly applying standard engineering practices and existing rules, procedures and precedents.
or 3 years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree
or a combination of Education and Experience.
To qualify for the GS-12, you must have:
On Experience, you must have at least one full year of specialized equal or equivalent experience.
Experience carrying out a range of professional electrical and electronics engineering tasks associated with design and/or troubleshooting of utilities, electrical equipment, control systems and telecommunication systems by applying existing precedents and standard procedures.
There is no educational substitution for experience at the GS-12 grade level

MANDATORY EDUCATION REQUIREMENT:
All applicants must meet one of the following requirements to qualify for consideration for an engineering position:
Successful completion of a professional engineering degree at an accredited university or college
OR
Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Professional registration as an engineer
Evidence of Passing the Engineer-in-Training Written Test
Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM.
Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
