Major Duties:
The incumbent serves as the Pension Management Center Manager (PMCM) and has responsibility for the administration and management of the Pension Management Center (PMC). The Pension Center Management Manager (PMCM) is responsible for the administration and management of the Pension Management Center (PMC) providing information and assistance to veterans and their dependents regarding veterans' rights and benefits under laws administered by VA and other agencies. The PMCM is responsible for the administration, control, and direction of VA's pension programs through a team of supervisors. The PMCM provides leadership and direction to the PMC and coordinates its activities with other divisions within the regional office. The PMCM maintains liaison with civic and veterans' organizations in the various veterans benefit programs to coordinate efforts and enhance cooperation with VA. The PMCM ensures equal opportunities for all PMC employees and supports EEO goals and is responsible for budgetary controls and expenditures for the PMC.
Supervisory Probationary Period: This is a supervisory/managerial position. If appointed to this position, you must serve a one-year probationary period, unless you have already completed one as a supervisor or manager.
Relocation Expenses Authorized: Relocation expenses are authorized for this position. The Department of Veterans Affairs offers Permanent Change of Station (PCS) relocation services. Permanent Change of Station is the relocation of a household due to government convenience in connection with the transfer between duty stations or facilities. In consideration of the payment of expenses for travel and transportation, the selectee agrees to remain in federal service for twelve (12) months following the date of transfer. Failure to complete all conditions of the obligated service may result in repayment of travel/transportation expenses.

Time-in-Grade Requirements:
GS - 15: Must have 52 weeks at the GS - 14 level or equivalent to qualify for the GS-15.
Specialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is characterized by a thorough knowledge of general laws affecting veterans Pension benefits and a full and complete knowledge of the laws, regulations, precedent opinions of the Court of Veterans Appeals, authoritative opinions of the General Counsel, and the procedural requirements affecting the entire field of Pension benefits programs. Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise subordinates (including managers and coaches) and to operate and manage a successful Pension Management Center.
