About the Position:
You will serve as an Engineering Technician (Civil), GS-0802-07. As America's Engineers in the Pacific, the District's civil works, military construction and environmental missions evolved over time -- in periods of peace and war -- for more than 100 years. Today, Honolulu District is a full-service district, well prepared to provide a wide range of timely, effective, innovative solutions to meet our customers' engineering, construction and environmental needs. Honolulu District offers project management, design, construction management, contracting, cost engineering and more. Examples of our Civil Works projects are everywhere in Hawaii and in U.S. Territories in the Pacific, including Guam, American Samoa, Kwajalein and the Commonwealth of the Northern Marianas Islands. Many of our studies and projects are conducted under the Corps' Continuing Authorities Program.

Serves as a Civil Engineering Technician in the Area Office and is responsible for the administration and management of Milcon, reimbursable, non-appropriated, and various other types of funded construction contracts (including, but not limited to HTRW, OPA, DCA, etc.) throughout Hawaii and other islands in the Pacific Basin. Contract types typically include firm fixed priced costs, plus reimbursable and indefinite quantities. The incumbent is responsible for office engineering and related contract-administration functions requiring practical knowledge of engineering principles and theory, construction methods and practices, and Corps of Engineers regulations and procedures including but not limited to: review and evaluation of contractor; construction schedules by Network Analysis Systems and bar-charts; monthly and final contractor payments including Release of Claims, financial close-outs of all completed contracts, documentation and transfer of all real property installed under contracts, identification and resolution of labor violations pertinent to established Department of Labor and the Davis-Bacon Act, contract status reporting, and assisting in the preparation and processing of contract modifications.
