This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Director Planning and Project Management (PPM), Director Project Management Division (PMD), Construction Safety Program Manager. The incumbent is responsible for safety, occupational health and environmental health activities for AOC projects administered by PMD developing and maintaining a culture of zero safety incidents.
Major Duties
Safety Engineering (33%)
Evaluates working conditions for AOC-wide construction projects under jurisdiction of PMD and develops job hazard analysis (JHAs). The evaluation will determine if administrative controls or engineered safety features are required for safe working conditions and/or operations.
Applies knowledge of hazardous (e.g. asbestos containing material, lead paint and solvents), universal (e.g. lamps and batteries, and/or non-hazardous (e.g. oil and polychlorinated biphenyl) waste management requirements to ensure compliance with environmental regulations in performance of duties.
Reviews project design drawings and contractor shop drawings and submittals for adequate safety features and safe working conditions, and ensures that during construction that existing safety features are not compromised.
Oversees safety and health requirements criteria and compliance strategies for contract operations that may require coordination with emergency responders, other Federal agencies, specialized private contractors, and the U.S. Capitol Police.
Serves as a technical safety officer responsible for the identification of training requirements, coordinating training, and maintaining safety training records. Ensures that workers have appropriate PPE and are medically cleared and trained to access and monitor construction activities and project sites. Monitors HAZMAT activities and environments to ensure work is performed in accordance with applicable safety standards, regulations, and AOC guidelines. Serves as safety and health emergency responder and subject matter expert in disaster planning meetings, committees and teams.
Safety and Occupational Health Operations (34%)
Coordinates and independently schedules and conducts a full range of inspections throughout the PMD. Develops plans of action to identify and prevent exposure to HAZMAT’s and other hazardous construction activities to ensure the safety of staff, public, and protection of government property.
Determines the extent to which mechanical and physical conditions comply with safety standards. Renders professional advice on accident hazards and methods of control. Surveys construction sites to observe actual construction and proper observance of safety rules and regulations. Recommends and implements new techniques and methods, and resolves critical problems resulting from unique, changing work processes and numerous hazardous human-machine relationships.
Complies with national safety and occupational health laws, policies, regulations and standards.
Ensures that developments in new and changing industrial processes and materials involving high hazard risks are explained to employees. Develops safety and occupational health surveillance programs for general and specialized industrial practices, methods and techniques.
Safety and Occupational Health (S&OH) Program Management (33%)
Manages and administers the PMD Safety and Occupational Health program. Formulates policies and provides program direction by issuing technical guidance. Manages surveys, evaluations, studies, audits, and accident investigation reporting. Advises management on safety and occupational health matters.
Establishes the S&OH program according to industry best practices, policies, guidelines, regulations and standards. Develops and justifies resource requirements. Participates in the collection and preparation of data and quality assurance of reports of workers compensation occupational accident/illness cases. Manages and administers S&OH support for emergency management, emergency preparedness and security operations. Manages the health hazard construction materials review program to prevent health risk exposures.
Prepares and implements procedures and guidelines applicable to complex operating activities, with emphasis on such issues as employee qualifications and training, employee exposure to hazardous substances including lead and asbestos, control of hazardous energy, permit required spaces, respiratory protection, exposure to blood borne pathogens, personal protective equipment, equipment operator licensing and testing, ergonomics, hazard communication and emergency incident response.
Serves as S&OH advisor to contracting officers and PMD staff. Develops or reviews scopes of work for contracts. Assures contracts that relate to specific S&OH and environmentally-related issues are properly written and/or revised. Develops safety incentives and assures inclusion in appropriate contracts and/or partnerships.

Basic Requirements:
Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished
(1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and
(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
