Performs professional accounting work to plan, implement and maintain an integrated financial management system to include resolution to difficult and complex cases for the financial operations of MCCS. The incumbent works under the general supervision of the Controller, receiving assignments in the form of overall program objectives to be met and scope of the support services to be provided.
Completes assignments that involve various financial operations and transactions. Responsible for performing month-end processing and closing entries including accruals, journal entries, account analysis and reconciliation of subsidiary accounts to the general ledger. Reviews supporting documentation to ensure all entries and adjustments are entered properly into the accounting system. Designs, implements, and assesses internal control processes and systems. Analyzes and reconciles accounting data, transactions and complex reconciliation documents and other data to derive logical and accurate conclusions and determines appropriate corrective action to take when faced with discrepancies. Analyzes the effects of transactions on financial reports and briefs management on financial impact and discrepancies. Assists managers on the proper use of funds and provides training to non-financial personnel on financial responsibilities.
Analyzes accounting reports, statements, and other accounting data. Evaluates financial results and trends, leading to process improvements. Recommends management actions when financial data shows emerging opportunities, unfavorable trends or deviations from plans. Interprets and evaluates polices, references and guidelines for application to specific problems, and advises managers on changes to the accounting structure and program operations. Recommends resolution of problems by providing appropriate methodologies that conform to MCCS Policy and generally accepted accounting principles. Develops and modifies internal policy directives and Standard Operating Procedures.
May serve as a leader in the section and will assume the supervisory responsibility in the absence of the section supervisor. May perform supervisory duties in an emergency, or short-term and nonrecurring basis. Assists Supervisor in reviewing work products. Keeps supervisor apprised of all issues. Provides input for team member performance evaluations. Relays instructions from the supervisor. Works with supervisor to ensure efficiency of procedures and makes suggestions accordingly. Conducts on-the-job training and maintains written Standard Operational Procedures for the unit. Demonstrates work methods, and provides work-related guidance. Ensures worksite materials and tools are available to complete work. Coordinates workflow among team members to ensure that timelines and goals are met.
Assists in the formulation, management, and execution of budgets. Assists in the implementation of management information systems. Coordinates activities involved in the annual preparation of various financial documents and reports. Participates in the preparation of the year-end audit schedules and
assists in responding to auditor requests for financial data and analytical reviews.
EVALUATIONS:
Bachelor's degree in accounting or a related field appropriate to the work of position OR an appropriate combination of education and experience (four years experience and 24 semester hours in accounting) that demonstrates possession of knowledge and skill equivalent to that gained in the above. Knowledge of accounting and reconciliation of subsidiary ledgers. Skill to apply principles and practices of budget formulation. Knowledge of the relationship between accounting and budgeting systems. Skill to operate a personal computer. Skill to: complete electronic communications, conduct spreadsheet analysis, analyze accounting systems, modify and adapt conventional accounting and analytical techniques and procedures to solve a variety of accounting problems. Skill to gather, assemble consolidate and analyze financial data and draw conclusions and recommend work process improvements. Skill to prepare reports and guidance, and provide briefings on controversial and complex topics, collaborate with various levels of management, resolve issues and problems and provide advice and assistance.
