The Lubbock Community Based Outpatient Clinic functions strictly as an outpatient facility and does not entail any inpatient duties or consultations. The incumbent performs varied technical duties in the Outpatient Pharmacy under the direction of his/her Supervisor or Staff Pharmacist. Technical duties consists of, but are not limited to:
Customer Service and Teamwork
- Displays a cooperative attitude and will effectively work together with staff to implement the organization's mission and goals.
- Ensures productivity is maintained at the established level for the program for which he/she is responsible.
- Ensures relationships with management, co-workers, patients, volunteers, students, and the general public are consistently courteous, respectful, and cooperative in nature.
- Provides customer service concerning prescription status, medication availability, co-payment charges and mailing status.
- Handles telephone inquiries, call center log requests, receives and replies to questions from patients concerning co-pay referring to the Medical Care Cost Recovery (MCCR) policies and procedures as needed.
Distributive Functions
- Reads and interprets prescriptions, obtains proper medication or material in the proper strength and dosage form.
- Determines proper medication amounts and counts, pours, and measures medication.
- Affixes proper labels and records required data as necessary. After a final check by pharmacist, dispenses medication in ambulatory care, pass or discharge situations.
- Enters new and refill prescription data which may include correct drug strength, dosage form, and quantity into patient's medication profile.
- Monitors inventory needs in outpatient pharmacy areas, relays this information to the Pharmacy Procurement Specialist. This also includes receiving/placing stock in proper storage areas, rotating stock on shelves, and removing replacing outdated items.
- Operates, maintains, and fills/refills complicated pharmacy automation equipment.
- Compounds and/or reconstitutes oral or external medications (non-sterile) following standardized formulas, recipes and procedures in weighing, measuring and mixing bulk quantities of routinely used pharmaceuticals.
- Conducts monthly ward inspection of assigned patient care/Pharmacy storage areas assuring proper storage, stock and drug expiration.
- Repackages prescriptions for mailing through UPS and USPS and tracks packages mailed by regular mail, certified mail or UPS.
- Assists in total quality improvement activities.
Work Schedule: Full Time, rotating schedule. Weekends, holidays, and overtime may be required to meet the demands of patient care.

Physical Requirements:
If you are selected for this position, you may be required to undergo a physical examination if the physical requirements are different from the position you now occupy. This position involves sitting, standing, lifting and walking. Requirements include: heavy lifting (up to 45 lbs. and over); moderate carrying (15-44 lbs.); repeated bending (up to 2 hours); straight pulling (up to 1 hour); pushing (up to 1 hour); reaching above shoulder; use of fingers; use of both hands.
BASIC REQUIREMENTS:
Citizenship: Citizen of the United States. (Non citizens may be appointed when it is not possible to recruit qualified citizens in accordance with Chapter 3, Section A, paragraph 3g, this part).
Education or Experience: a high school diploma or equivalent; or at least 3 months experience.
English Language Proficiency: Pharmacy Technician appointed to direct patient care positions must be proficient in spoken and written English in accordance with Chapter 2, Section D, paragraph 5a.
GRADE REQUIREMENTS:
Creditable Experience: To be creditable, the experience must have required the use of knowledge, skills, abilities, and other characteristics associated with the scope of Pharmacy Technician practice.
Quality of Experience: To be creditable, Pharmacy Technician experience must be documented on the application and verified in an employment reference, or through other independent means.
GRADE DETERMINATIONS: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
GS-5 Level
Education or Experience: Successful completion of a 4-year course of study above high school leading to a bachelor's degree that included at least 24 semester hours of courses related to pharmacy or pharmacy technology; successful completion of pertinent specialized training courses in pharmaceutical and pharmacy services while serving in the Armed Forces is creditable on a month-for-month basis up to the 1 year of experience required for the GS-5 level; OR applicants must have at least one (1) year of specialized experience that equipped them with the particular Knowledge, Skills and Abilities (KSAs) to perform successfully the duties of this position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower level (GS-4) in the normal line of progression for the occupation in the organization. Experience must include basic knowledge of processing and filling prescriptions, operating and maintaining dispensing equipment, maintaining files, operating pharmacy information systems, and preparing sterile compounds under supervisor. In addition, the candidate must demonstrate the following technical KSAs:
Demonstrated Knowledge, Skills, and Abilities
1. Ability to operate and care for automated dispensing devices and equipment.
2. Knowledge of, and ability to perform, aseptic technique.
3. Knowledge of basic inventory procedures.
4. Knowledge of pharmacy information systems.
