WY-05/07: You participate as a trainee in a formalized training and development program for lock and dam operator personnel involving on-the-job training, classroom instruction, and related correspondence courses. Position is developmental to the intermediate grade of WY-07 and the target grade of WY-09. As a trainee lock and dam operator at a Corps of Engineers navigation facility in the Inland Marine Transportation System (IMTS), operate, under very close supervision and dependent upon capability, skill, and knowledge, electrically and/or hydraulically controlled lock or lock and dam gates, control valves, and other associated equipment required for passage of a variety of private and commercial traffic through the lock structure and the maintenance of required pool levels where the dam is under IMTS control.
WY-09: During shift operation you exercise primary authority over use of lock through issuance of instructions to tow boat captains and other craft operators, setting of precedence of entry, and through maintaining proper procedural operation. Serve alone or as responsible lead man of two-man crew responsible for making lockages. Handle bow or stern lines, walk lines to proper locations along wall and snubs lines to assist pilot in maneuvering craft into position. Secure lines on wall.
Operates electrical, electronic, and/or hydraulic gate controls to open and/or close gates at one end of lock chamber. As necessary during operation removes debris or ice in path of moving gates or in lock wall recesses to avoid equipment or machinery damage.
Operate electrically, electronically, and/or hydraulically controlled valves controlling flow of water for emptying and filling operations, and as necessary during double lockages operates electric tow haulage unit to move barges into and out of lock chamber.
Observe weather conditions, condition of craft desiring entry, etc., to determine propriety of entry from safety standpoint.
Operate controls necessary to provide for by-pass of defective circuits controlling lock operation.
Operate light and horn signals to vessels entering or leaving lock chamber.
Operate electrical or electronic controls to raise or lower dam gates in accordance with specific instructions and/or own judgment.
Operate radio for voice communication with tows or other craft.
Obtain and/or direct others to obtain and record required statistical data relative to each lockage.
NOTE: This is a Mission Essential position and is not subject to administrative dismissal in emergencies bases on inclement weather conditions, or other emergency situations, as appropriate. You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
SCREEN-OUT ELEMENT: WY-07 To qualify, you must have the ability to do the work of a Lock & Dam Equipment Mechanic, WY-5318-07 without more than normal supervision. This includes: 1) Judge proper location along lock wall for securing craft, throwing line to tow and snubbing and securing line. 2) Judge that water level inlock chamber is proper for gate operation.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
SCREEN-OUT ELEMENT: WY-09 To qualify, you must have the ability to do the work of a Lock & Dam Equipment Mechanic, WY-5318-09 without more than normal supervision. This includes: 1) Operating valves to control height and flow of water levels; or 2) Repairing and maintaining lock and dam structures, machinery, or equipment (or equivalent experience).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
PHYSICAL EFFORT
Repairs and installations require working in cramped and confined areas; on ladders and platforms; and in hard to reach places. Work requires considerable standing, walking, stooping, kneeling, climbing, bending, and working in tiring and uncomfortable positions. Work involves the frequent lifting and carrying of objects weighing up to 100 lbs. When operating crane or vehicles, exerts effort in pushing, pulling, and depressing levers, controls, clutches, brakes, etc.
WORKING CONDITIONS
Works indoors and outdoors in all types of weather. There is exposure to dirt and grease and to all of the hazards of working near water, and in the close proximity of moving machinery. There is the danger of electrical shock, burns, cuts, abrasions, and broken bones. Occasionally may be required to work behind bulkheads below the water level.
