The Position is located in the Office of Regional and Security Policy, Bureau of East Asian and Pacific Affairs (EAP/RSP).
The incumbent serves as the focal point on EAP's regional foreign assistance programs and grants processes. S/he ensures Leahy vetting policy is properly coordinated to ensure the lawful provision of security assistance to foreign security sector forces. S/he coordinates the planning, design, and implementation of foreign assistance programs and foreign assistance program grants; makes policy recommendations based on analysis, performance measurements, and evaluation data for foreign assistance programs; and serves as the bureau's primary grants officer representative (GOR).

Implements specifically assigned tasks supporting the implementation of a multi-million dollar regional foreign assistance programs focused on building the capacity of the Association of Southeast Asian Nations (ASEAN), the ASEAN Regional Forum (ARF), and the Asia-Pacific Economic Cooperation forum and other multilateral fora in East Asia and the Pacific. Distributes guidance to program implementers on the application of laws, procedures, and federal guidelines governing the provision of Economic Support Funds (ESF) and security assistance funds. Interprets government-wide legislation and regulations as well as Departmental policies affecting areas of responsibility.
Participates in the development and implementation of policy across the EAP region for the vetting of military and police personnel receiving U.S. assistance, including training, to advance U.S. human rights policy; and leads Bureau implementation of that policy. Represents the Bureau at working and policy-level interagency meetings to review policy issues and difficult cases. Develops policy responses to problematic issues and recommend final decisions to senior levels as necessary.
Serves as the bureaus primary Grants Officer Representative for EAP regional programs supporting the Association of Southeast Asian Nations (ASEAN), the Lower Mekong Initiative (LMI), the Pacific Islands Forum and other multilateral programs. Participates in the formulation and implementation of the EAP grants process, represents EAP on grants review panels, coordinates program implementation offices and implementing partners through the grants proposal and selection process in accordance with federal guidelines.
Using grants data and results, conducts specific analytical tasks that inform key policy and resource decisions for the EAP Front Office and Department principals. Collects, synthesizes, assesses, and disseminates information on financial reporting and evaluation findings. Maintains liaison with staff members of the appropriate Departmental or external organizations.
Communicates Bureau views and policy positions, takes note of opposing points of view, and develops oral and written reports and analysis for Bureau management.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.
