About the Position:
Serves as an Attorney-Adviser (General) at the U.S. Army Medical Research and Materiel Command (USAMRMC), Fort Detrick, MD.
The U.S. Army Medical Research and Materiel Command (USAMRMC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-05 payband is equivalent to the GS-15 step 1 to GS-15 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

Incumbent will provide expert-legal advice on matters related to Federal Acquisition, Medical Research and Product Development, Funded assistance agreements, Food and Drug Administration (FDA) rulemaking, FDA regulations, and Government Information Practices. Utilize interpersonal and organization skills and work in fluid environments. Be involved in legal review, research, advice, and teaming with other professionals on acquisition, medical research and development, and FDA regulations across the spectrum from basic and applied research to advanced development and FDA approval of medical products. The acquisition vehicles, supported missions, and medical issues that confront the attorney and clients, encompass novel and fluid areas of law, medicine, policy, and government initiatives. Negotiate among competing interests and resources and determine courses of action. Expertise must be such that you can promptly, without legal peer collaboration, provide accurate legal advice to senior government officials regarding complex factual issues, policy decisions, and regulatory compliance.

5. Experience Applying Knowledge of Food and Drug Administration (FDA) Regulation of Drugs, Biological, and Medical Devices.

The following minimum qualification requirements must be met before applicants are eligible for further consideration.
Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Experience: An applicant for a GS-15 or equivalent position must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of this position. Graduation from an ABA-Accredited Law School in the top 25 Percent of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.

As an alternative to a sworn (notarized) statement, a statement which includes a declaration under penalty of perjury may be submitted in the following format: "I declare (or certify, verify, or state) under penalty of perjury under the laws of the United States of America that the foregoing is true and correct...executed on (date)...(your signature)." (28 U.S.C. 1746). The statement must be dated within three months of the date it is submitted. The statement is required to be submitted by all applicants to include attorneys currently appointed to positions under the qualifying authority of The Judge Advocate General (including active duty Army Judge Advocates).
