The FEMA Office of the Chief Component Human Capital Officer is seeking a highly-qualified individual to serve as the Deputy Chief Component Human Capital Officer (DCCHCO), at FEMA Headquarters in Washington, D.C. The DCCHCO serves as a strategic business advisor to the Chief Component Human Capital Officer and the Agency’s Chief Talent Officer with responsibilities for leveraging human capital to improve FEMA performance and workforce effectiveness. The DCCHCO is directly responsible for implementing and integrating strategies and systems designed to increase workplace productivity by establishing improved processes for attracting, developing, retaining and utilizing people with the required skills and aptitude to meet current and future FEMA mission needs. The DCCHCO will be a strategic partner with senior leadership and operational teams to ensure transparency and efficacy in policies and procedures around talent management and professional development. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as the Deputy Chief Component Human Capital Officer (DCCHCO). Specifically, you will be responsible for developing and directing talent towards measurable and demonstrable impact on overall FEMA mission accomplishment and Administrator priorities. The DCCHCO oversees and provides best practice guidance in the following areas: workforce intelligence and planning, talent attraction and acquisition, employee engagement, diversity and inclusion, leader development, succession planning, and planned talent movement, development, performance and retention. Typical assignments include:
•Architects a talent management system and identifies strategies that are planned and implemented in alignment with FEMA's current and future business goals and strategic direction.
•Forecasts leadership capacity and capability gaps which helps define the scope and breadth of FEMA's talent management efforts.
•Identifies talent and leadership development trends and challenges at the enterprise level and develops strategic and tactical initiatives to address such challenges.
•Provides strategic and operational leadership for diversity and inclusion initiatives, including developing a philosophy and strategy to help attract and retain a workforce that reflects the disaster communities to which it serves.
•Builds a program that recruits talented people early in their careers through college recruiting, internships and other programs; develops them with strong training programs and career opportunities; and motivates them to stay with FEMA by providing ongoing mentorship, leadership development programs and an achievable career path.
•Identifies and deploys strategies to engage employees driving satisfaction, loyalty and retention.
