The Chief Academic Officer serves as a top level manager who contributes to the mission of the Bureau of Indian Education and is repsonsible for providing leadership, vision and strategic direction for the BIEs academic program standards, assessment, instruction, curriculum, school improvement, professional development and technical assistance. The Chief Academic Officer will report to the Director-BIE and will focus on improving the outcomes of all Indian students and the schools and educators that serve them, and play a leading role in the BIE building the capacity of tribes and schools to lead their own academic improvement efforts through technical assistance, professional development and community engagement.
The Chief Academic Officer will also lead the
development and implementation of that academic program with Associate Deputy Directors
who supervise and manage the Education Resource Centers (ERCs) Bureau funded elementary/secondary schools and perihperal programs, and support BIE
leaders in the development and implementation of an efficient and effective
school improvement planning process that focuses on both academic improvement
and the maintenance of a positive, engaging culture of excellence and higher
education focus to which students can aspire.
The Chief Academic Officer is responsible for developing and executing program action plans consistent with BIEs Strategic Plan, Government Performance and Results Act (GPRA) and other initiatives designed to provide maximum and optimal education services to Indian students from early childhood through life in accordance with the tribes needs for cultural and economic well-being in keeping with the wide diversity of government entities. The Chief Academic Officer manages, through Assistant Deputy Directors, and has full authority and accountability for the administration of three divisions, Tribally Controlled Schools, Bureau Operated Schools and Navajo Schools, and as such, ensures the effective and efficient integration of a wide and geographically diverse range of academic programs.
The Chief Academic Officer works with tribal governments, as appropriate, to improve their education policy and planning systems and methods, and to promote compatibility between Indian Affairs and the Tribes, and between Tribes and other entities.
This position analyzes school-wide data regularly with the executive management team to champion effective instructional data practices and assessments, and manages the school assessment process to ensure that school leadership are using data to drive instruction and run high-impact interim assessment data debriefs. In addition, the Chief Academic Officer monitors and evaluates the effectivenss of programs as well as identifies and acquires appropriate program resources to ensure that curricula are student=focused and aligned with school's missions, core values, academic standards, and strategic goals.
The Chief Academic Officer is responsible for the supervisory oversight of BIEs Suspected Child Abuse and Neglect (SCAN) program including the administration, collaboration, incident data collection, reporting, analysis, and training for the SCAN program. In fulfilling this role, the Chief Academic Officer: ensures staff is effectively collaborating with internal and well as external experts to build preventive and intervention initiatives to address critical needs for schools and students and integrating strategies at the school level; engages staff to effectively collect incident reports, manage, analyze, and report out data to all stakeholders to use in building policy and long range programs; and supervises to ensure staff is effectively administering and providing critical training for all BIE staffing.
