The incumbent will performs clinical laboratory phlebotomy work. Prepares samples, (i.e., blood, urine, tissue) common to the laboratory. Measures, aliquots and records the total volume of the 24 hour urine collections. Assist in the centrifugation of samples at different laboratory sections. Follows standard procedures and applies a practical knowledge of the properties of the specimen to ensure effective presentation of the qualities or characteristics critical for accurate testing or examination. Collects blood specimens from ambulatory patients in the outpatient clinics using aseptic venipuncture techniques. Collects blood specimens under special conditions with special techniques requiring advanced expertise, e.g., blood cultures. Prepares solutions for lactose and xylose for patient testing. Explains collection procedures to patients who must self- collect specimens, e.g., urine, semen, sputum, etc., to submit for analysis. Applies emergency care procedures in the event a patient undergoes a reaction to blood collection procedures, e.g., fainting, anxiety, etc. Responsible for specimen preparation of test to be analyzed at parent hospital and/or reference laboratory. Provides practical phlebotomy training/instructions to local, Medical Center approved.The incumbent will back-up for the Community Base Outpatient Clinic (CBOC) at Arecibo, Ceiba, Comerio, Guayama, St. Thomas, St. Croix and Fort Buchanan.
Work Schedule: It may begins from 7:00 am, 7:30 am, or 8 am, depending on the scheduling needs of the service.

NOTE: This is a part-time position (20 hours/week). The salary listed represents full-time employment and will be pro-rated based on the actual number of hours worked each pay-period. Likewise, benefits and time-off accrual will also be prorated and based on your part-time work schedule.
Physical Requirements: The work requires some physical exertion, such as regular and recurring walking, bending or running or climbing ladders or scaffolds to observe, collect, or record research data. In many situations the duration of the activity, such as most of a workday contributes to the arduous nature of the job. In other situations, such as in a laboratory, there may be special requirements for agility or dexterity such as exceptional hand/eye coordination.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-04 position you must have served 52 weeks at the GS-03 level.

General Experience: 6 months of general experience which is any type of work that demonstrate the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter of processes of the broad subject area of the occupation.

Specialized Experience: 6 months of specialized experience at the next lower grade (GS-3). Specialized experience must include: Prepares samples, (i.e., blood, urine, tissue) common to the laboratory. Measures, aliquots and records the total volume of the 24 hour urine collections. A successful completion of (a) an associate- degree course of (a)study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled. Transcript is required.
OR
An equivalent combination of specialized experience and post high school education as described that demonstrates your ability to perform the duties of this position. Transcript is required and your resume must document your experience. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
