You will be assigned as a VISN 17 Shared Service Unit (SSU) Supervisory Human Resources Specialist for Onboarding activities providing guidance and rendering decisions on complex issues/situations unresolved bysubordinates on a continuous basis through review of completed work and production goals achieved. Reviews administrative and technical procedures to attain maximum efficiency, economy, and effectiveness of operations. Maintains high levels of work production and sustains a high degree of database accuracy on all types of personnel actions. Assures customer inquiries are resolved promptly. Provides managers and employees with information and interpretation of the VA's HR policies. Leads internal reviews of the Onboarding program and procedures, with teams of specialists, collaborating with other VISN HR functional specialists, ensuring that the full scope of process, records, and information are reviewed for accuracy and that the relationship of the work performed across functions is assessed for overall accuracy, efficiency and effectiveness. You must have comprehensive knowledge of R&P principles, practices, laws and regulations for Title 5, Hybrid T38 and full Title 38 positions. You will be considered a Subject Matter Expert in veterans' preference regulations, Special Hiring Authorities (VRA, CPS, Schedule A, etc.) and flexibilities. Interpersonal skills are required to provide assistance and technical advice to individuals and groups and adjust approaches to suit different people and situations. You must develop and maintains effective relationships with others; may include effectively dealing with individuals who are difficult and/or hostile.
You will plan and assign work based upon the training and ability of staff. You will interview candidates, recommend appointment, promotion or reassignments. Hear and resolve complaints, effect minor disciplinary measures and find ways to improve production or increase the quality of work performed. You will be responsible for training subordinate staff and preparing them for higher level responsibilities. You will be responsible for the oversight of updating and ensuring all SSU R&P policies are reflective of current rules, regulations and procedures.
