    Summary

    These positions are located in the Office of the Assistant Secretary for Information and Technology for the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Deputy Chief Information Officer, Account Management Office (AMO). The primary role of the AMO is to provide a central point within the organization to promote efficiency by sharing common resources and boost effectiveness by administering a central improvement program.

    Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

    This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.

    Major Duties:
    • Applies analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of customer organizations.
    • Develops overall functional and system requirements and technical specifications, and associated procurement documentation to acquire hardware, software or services required to complete automation projects.
    • Consults with customers to refine functional requirements and translate functional requirements into technical specifications to accomplish goals and objectives in regard to modifying systems, software, hardware, and networks; test products and services to support the IT plans;
    • Analyze plans, policies, programs and directives to determine requirements; and implement life-cycle management to determine support and replacement requirements.

    You may qualify based on your experience, as described below:

    Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes analyze plans, policies, programs and directives to determine requirements; implement life-cycle management to determine support and replacement requirements.

    GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience includes experience with implementation and improvement of IT Service Management (ITSM) tools including data gathering, analysis, reporting, software security and usability and development and update of the life cycle cost estimates.

    Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
