    Summary

    This position is located in the Department of Homeland Security (DHS), Office of Procurement Operations (OPO).

    The primary purpose of this position is to perform contract work related to the acquisition of goods and services to support the programs and operations of the Department of Homeland Security and its subordinate organizational elements.

    As a Contract Specialist GS 1102 11/12/13, your typical work assignments may include: the following under supervision:

    • Determines the contract methods to be used and develops unique/complex terms and conditions of the solicitations.
    • Performs contract administration functions.
    • Plans and carries out a variety of conventional pre-award and post award procurement actions.
    • Determines contract type and formulates procurement strategy.
    • Plans and carries out a variety of extremely complex and sensitive high-dollar value contracts.
    • Verifies evidence of contractor's progress, negotiates modifications, issues termination notices, reviews contract claims and conducts contract closeouts.

    QUALIFICATIONS REQUIRED:

    Basic Requirement for the GS-1102 Contracting Series up to the GS-12 grade level:
    1. A 4-year course of study leading to a bachelor's degree with a major in any field; or
    2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
    In addition to meet the Basic Requirement for the GS-1102 Contracting Series, to qualify at the GS-11 grade level applicants must have at least one of the following:
    1. At least one year of specialized experience equivalent to the GS-9 grade level in the federal Government (can be obtained in the public or private sector) conducting the following: plan and coordinate activities performed on a variety of complex contracts associated with the procurement of equipment, supplies and services; AND possess a FAC-C Level II or DAWIA Level II certification in Contracting. (NOTE: Your resume must show where, when and how you performed these duties)
    2. Possess a Ph.D. or equivalent doctoral degree or completed at least three full academic years of progressively higher level graduate education leading to a Ph.D. or LL.M. if related, or equivalent doctoral degree in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. (NOTE: You must include copies of your transcript(s) with your application to verify eligibility)
    3. Have a combination of the specialized experience described in "A" above and education described in "B" above such that the percentage of required experience plus the percentage of required education equals 100%. (To calculate, first determine your total number of graduate semester hours, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.) Only graduate education in excess of two years (i.e., 36 semester hours or above the Master's level) may be combined with experience. (NOTE: You must include copies of your transcript(s) with your application to verify eligibility)
    In addition to meet the Basic Requirement for the GS-1102 Contracting Series, to qualify at the GS-12 grade level applicants must have at least one year of specialized experience equivalent to the GS-11 grade level in the federal Government (can be obtained in the public or private sector) conducting the following: negotiate and award varied contracts that have specialized terms and conditions for the solicitation; AND possess a FAC-C Level II or DAWIA Level II certification in Contracting. (NOTE: Your resume must show where, when and how you performed these duties)

    Basic Requirement for the GS-1102 Contracting Series for the GS-13 grade level and above:
    1. Completion of all mandatory training 18 months from entry of duty date prescribed by the head of the agency for progression to GS-13 contracting positions: FAC-C Level III or DAWIA Level III certification in Contracting, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position; and 2) A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
    2. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph C.
    3. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraph A above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph C, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
    In addition to meeting the Basic Requirements for the GS-1102 Contracting Series, to qualify at the GS-13 grade level applicants must have at least one year of specialized experience equivalent to the GS-12 grade level in the federal Government (can be obtained in the public or private sector) conducting the following: negotiate, award, and administer extremely varied and complex contracts that have specialized and unique terms and conditions for the solicitation; AND possess a FAC-C Level III or DAWIA Level III certification in Contracting. (NOTE: Your resume must show where, when and how you performed these duties)
