Performs a full range of supervision to include training, planning, work direction, and administration for the housekeeping department.
Advises management of all items required to accomplish the housekeeping mission, including accountability and responsibility for bulk items issued from the storeroom. The incumbent is also responsible for coordinating, supervising, and completing the quarterly linen inventory as well as periodic unannounced supply inventories.
Develops the organizational structure and staffing requirements of the housekeeping department. Responsibilities include providing input for housekeeping staff position descriptions, advising management of all personnel requirements, and interviewing/hiring of prospective staff. Evaluates performance, recommends awards, and/or corrective/disciplinary actions. Ensures all leave requests are in writing and approves/disapproves in a timely manner. Interview and recommend applicants for selection or promotion.
Conducts written daily inspections of rooms to ensure that the housekeeping staff maintains acceptable levels of cleanliness, material conditions, and compliance with regulations. Inspected areas include walls, doors, carpets, FF&E, plumbing, and HVAC systems. The incumbent takes corrective action on all housekeeping discrepancies and reports all other discrepancies to the appropriate department for action.
Validates room furniture inventories by condition and count.
Develops and conducts a training program. Maintains training records for each staff member.
Coordinate with the Front Desk Supervisor and Maintenance Manager to determine daily room requirements and ensure that subordinates clean occupied rooms to required standards and make vacant rooms ready.
Handles guest and/or staff suggestions and complaints, resolving problems in a tactful and diplomatic manner, referring difficult and/or unusual situations to management.
Reads and interprets business records and statistical reports. Through evaluation of staffing needs, supply and linen usage, furniture condition, provides input for the budget on required expenses.
Conducts special studies or reviews as required.
Perform cleaning duties on an "as needed" basis to cover for staff shortages or other unanticipated occurrences.
Performs other related duties as assigned.
SPECIAL REQUIREMENTS:
This position may be designated ALPHA personnel for inclement weather or in the interest of national security and may be required to report for work when other employees are excused.
This position is subject to the possibility of working on weekends and holidays, as well as, rotating shifts, often consisting of other than normal duty hours.
The staff member may be recalled to duty and/or required to work overtime, as necessary to meet mission requirements.

The incumbent is expected to meet the requirements of a Certified Hospitality Supervisor (CHS) within six months of employment and all requirements for housekeeping, custodial services, and/or laundry operations as outlined in the Lodging Career Path Guide.

Four years’ experience in a housekeeping department that demonstrates knowledge of basic principles , concepts, standards, regulations and administration related to housekeeping and/or custodial and laundry operations.
Professional knowledge of the lodging organization, administration, policies/procedures, and supervisory practices in conducting day -to -day operations.
Knowledge of housekeeping and facility policies and standards, use and care of cleaning solutions, safety, environmental, and fire prevention regulations and practices.
Must be skilled in the use of a personal computer and various software programs, including knowledge of the property management system.

FACTOR 2. SUPERVISORY CONTROLS
The Executive Housekeeper is responsible for implementing management functions and policies for the operation, carrying out the overall objectives with the available resources. The manager provides assistance and support in extremely unusual or controversial situations. Performance is reviewed for compliance with regulations and budget guidelines.
FACTOR 3. GUIDELINES
Work with a variety of DOD, SECNAV, OPNAV, CNIC, BUPERS and regional/local policies, regulations, manuals, and guides related to lodging operations. Use judgment and initiative in the selection, interpretations, and application of guides; making compromises and adaptations, when necessary, within the framework of established objectives. These regulations are subject to change, thus the incumbent must keep up to date on these matters.
FACTOR 4. COMPLEXITY
The operation conducts business around the clock, 365 days a year, with guests checking in and out on a daily basis.
Customer service is of foremost importance in this position.
Work involves making determinations in the distribution of personnel and financial resources, lodging priorities and assignments, and analysis to determine organization efficiency and effectiveness.
FACTOR 5. SCOPE AND EFFECT
The purpose of the work is to provide direct onsite management and administration of the housekeeping department. The work directly contributes to the military members, retirees, civilians and family member's quality of life, mission readiness, and contributes to job satisfaction and retention of valuable members.
FACTOR 6. PERSONAL CONTACTS
Personal contacts include CNIC staffs, Regional staffs, all department heads, lodging staffs, Public Works, tenant
Commands' commanding/executive officers, especially those tenant commands with personnel residing in the lodging facilities.
Also has regular contact with contractors, vendors, and representatives of private industry.
FACTOR 7. PURPOSE OF CONTACTS
Contact with CNIC, Region and Command staffs is for gaining acceptance of analysis and recommendations that may be controversial and pertain to program executions, financial performance, and managerial effectiveness of the operation. Additional contact is made to research staff positions or to present staff briefing papers on various issues, to obtain information and/or goods and services.
Contacts with representatives of subordinate commands and other Navy officials are transacted to represent and disseminate command position and policies regarding lodging matters and to develop solutions to complex problems. Contacts may be skeptical or uncooperative and require skill in approach and methods to obtain the desired effects.
FACTOR 8. PHYSICAL DEMANDS
The Executive Housekeeper is required to do considerable standing, bending, walking, pushing, pulling, and climbing. Must have ability to perform moderately strenuous physical labor as unassisted lifting, moving and carrying of supplies and equipment weighing up to 45 pounds is required. May be required to climb/descend stairs and properly placed stepladders.
FACTOR 9. WORK ENVIRONMENT
Work is primarily performed indoors in areas that normally have adequate heat, light and ventilation. Some facilities will require exposure to outdoors, as access to some rooms is from the outside, resulting in exposure to weather conditions. The incumbent is exposed to dirt, disagreeable odors, and skin/eye irritants from strong cleaning solutions used in household cleaners. Personal Protective Equipment (PPE) is provided.
