This position is located at an Air National Guard (ANG) Air Control Squadron (ACS). The purpose of the position is to plan and design the Information Technology (IT) networks and telecommunications required to support the ACS Weapon System, specializing in the interconnection and integration of tactical radar sites and other participants of the Weapons System, and to analyze, monitor, and optimize their performance, security, and capacity during peacetime and wartime operations. Performs duties necessary to provide information technology and telecommunications functions and services which support programs essential to Air National Guard daily operations, training, and readiness missions. Incumbent is responsible for planning and coordinating mission accomplishments and training requirements of functionally assigned guard member.
Receives information on computer and communication requirements needed, coordinates requirements with internal and external customers involved and analyzes, plans, and designs data, video and voice networks carried over various transmission systems such as multichannel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios as well as fiber optic and copper cable systems. Designs, configures, and optimizes router-to-router connections utilizing military and commercial protocols, switch-to-switch trunking, circuit configurations through asynchronous transfer mode (ATM) as well as military and commercial multiplexers. Develops and publishes communication plans, which includes but is not limited to: network priorities, network designs and configurations (IP addresses and phone numbers), secure and un-secure circuits, and equipment architecture and layout for employment of computer and telecommunications systems to support in-garrison and deployed operations.

SPECIALIZED EXPERIENCE:
To qualify for appointment to the ANG Telecommunications Specialist, GS-0391-11, position located at an ANG Aviation Wing, Air Support Operations Group (ASOG) Air Support Operations Squadron (ASOS) and Tactical Air Control Party (TACP), an applicant must qualify for award of the position's compatible elements and there must be a vacant manpower authorized position requirement to satisfy position's military aspects: Service, Unit of Assignment, Rank, and Military Skill Set. The applicant must meet the position's specialized experiences and competencies in designing, deploying, installing, operating, maintaining, modifying, and recovering various types of communication transmission systems and their components. Has working knowledge of systems that transfer voice and data information within service component and to outside agencies and services. The applicant must have the skills to maintain currency requirements as a Joint Terminal Attack Controller (JTAC) Instructor or Evaluator. To perform JTAC duties, the applicant must have the skills to perform as a final authority in the sensor-to-shooter kill chain for U.S. and coalition airborne, ground and naval forces expending ground-to-ground and air-to-ground munitions in close proximity to friendly conventional and special forces. Must have the knowledge of a wide range of technical methods in the detailed performance characteristics of specific telecommunications equipment, systems, networking and transmission media. Must have an in-depth working skill and knowledge of basic electronics and antenna theory, Internet Protocol (IP) configuration and network operating principles. The applicant requires in-depth knowledge and experiences with applications of existing and planned technology to communications requirements; equipment interoperability and compatibility; and, the methods and techniques for systems and services to accomplish information data transfer. Experiences resulted in an understanding of the technical theories involving electronic communications and multi-band antenna, High Performance Waveform (HPW) and broadband satellite principles, practices, procedures, policies, standards, and operational and safety requirements. Must have the knowledge and ability to interpret and translate policy from higher organizational levels and develop local policy and implementing instructions. The applicant requires the technical knowledge of the operational and performance characteristics of portable and vehicular telecommunications equipment. Must have the detailed technical knowledge of transmission media, and the relationship among component parts of telecommunications system such as, Theater Battle Management Core Systems (TBMCS); Tactical Air Control Party Close Air Support System (TACP CASS); and Advanced Fire Artillery Tactical Data System (AFATDS). Experienced in applying specialized communications methods and analytical techniques. The applicant must have the skills and abilities to understand and evaluate communications requirements and relate requirements to existing and available technology, operating practices and procedures, equipment and staffing requirements, funding and cost analysis studies, and other supporting services required to research, identify, provide cost analysis, to include logistics tail and purchase the technology. Experiences provided a working knowledge of maintenance, installation, and operation of analog/digital transmission equipment and wireless transmission systems in order to diagnose problems and identify corrective measures. Has the working knowledge of methods and practices for troubleshooting, recovering, adjusting, modifying, and improving telecommunications systems to provide support that minimizes interruptions in the ability to provide critical air support to customers. Competent in performance management and measurement methods, tools, and techniques to optimize the functionality of systems, networks, and data. Skilled in systems testing and evaluation principles, methods, and tools to test the functionality and operability of telecommunications systems, software applications and telecommunications components. Has knowledge of technical digital software (Digital Close Air Support, TACP CASS, Military Ruggedized Tablet) relating to mapping, precision strike, networking, the Integrated Fire And Control Trainer (IFACT); along with, Precision Strike Suite for Special Operations Forces (PSS SOF) broadband satellite communications and High Performance Waveform radio and data transmission equipment. Skilled in analyzing and evaluating the quality of training applications used to administer and function these systems. The applicant needs an in-depth knowledge of telecommunications operating techniques, digital and analog communications requirements (including full motion video), local and wide area networking and procedures to evaluate alternative approaches for satisfying communications requirements. Experienced in the concepts, principles and practices on data transfer devices, ground-to-ground radios, ground-to-air radios, and transmission media. Skilled and able to define, coordinate, plan, and satisfy user requirements for telecommunications equipment, systems, services, to review, develop, and interpret telecommunications policies and procedures. Knowledge of telecommunications systems security principles and methods to implement and manage systems, networks, and data that ensures confidentiality, integrity, and availability. Skilled on systems, such as, Military Ruggedized Tablet (MRT), High Performance Waveform (HPW) radio and Automatic Link Establishment (ALE). Knowledgeable and skilled on electronic combat principles and anti-jam procedures as they relate to High Frequency and satellite beyond line-of-sight communications systems and line-of-sight UHF, VHF and FM bands.
Must have a high school diploma. An undergraduate degree from an accredited college or university or from an equivalent professional military education school supports a well-qualified result.
