    Summary

    The Chancellor of the Veterans Affairs Acquisition Academy (VAAA) reports to the Executive Director for Acquisition and Logistics. The in incumbent develops and maintain business and professional partnerships with senior executives within VA, and with executives of other departments and agencies, national officers of educational institutions and national/international professional organizations, and similarly placed personnel from the private sector.

    Responsibilities

    • Formulate mission, vision, strategy, short and long-range program policies, budget plans, and real property facilities to satisfy business needs.
    • Primary advisor to the Executive Director/Senior Procurement Executive on all matters related to the provision of educational classes and products.
    • Develop policy and oversee critical aspects of the Department-wide training of the acquisition workforce as well as program/project, and facility managers.
    • Oversee the design, development and delivery of competency-based training for VA's entire acquisition workforce, and through the leaders of the five VAAA schools.
    • Manages the allocation and distribution of funds and resources for operation of the VAAA and acquisition training contracts.
    • Serve as a government-wide resources representing VA at meetings. This includes contacts with congress and its committees; other government agencies such as Office of Management and Budget, General Services Administrations, Federal Acquisition Institute; and professional organizations.

    Qualifications

    To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit a written narrative response to the following ECQs. Your narrative must address each ECQ separately.     TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

    TQ1: Demonstrated experience managing and directing training or educational programs which includes establishing policies, strategies, methodologies, and programs that lead to a well-trained workforce.

    TQ2: In depth knowledge of the design, development and delivery of competency-based training for a large and diverse workforce.

    The Senior Executive Service (SES) is comprised of the men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment.

    VA structures its SES positions into pay bands. This is a pay band 3 position and the salary range is $127,914 to $192,300. Exceptions to the cap of the range may be considered in certain circumstances.

    The Corporate Senior Executive Management Office (CSEMO) will review all applications to determine if applicants meet the technical qualifications of this position and the SES ECQs.
