The primary purpose of this position is to serve as an early childhood/youth education specialist for the Family Member Support Flight to include child development centers, part-day preschools, family child care, school age, special needs programs, volunteers, hourly care programs, food service and custodial, community activity centers and any unique children's programs.
- Develops, implements and oversees all elements of children's developmental program activities to include environment, equipment and materials, program structure, activities and experiences, and supportive (continues below)
- interactions and positive social development for infants, toddlers, preschoolers, school age children, children with special needs receiving care within the flight.
- Initiates, designs, develops, arranges for, conducts oversees and documents training in early childhood/youth development staff, family child care staff and providers, volunteers, hourly (continues below)
- care staff, management, administrative staff, custodial employees, food service staff and staff working in unique settings with children such as the community activity center.
- Ensures the implementation of Individuals with Disabilities Education Act and any other laws and/or directives pertaining to the special needs of children lo flight activities.
- Guides management in applying comprehensive environmental and program assessment instruments such as the Air Force self-assessment, accreditation self-study and other assessment criteria deemed appropriate by local directives.
- Serves as the principal point of contact for the developmental program portion of Headquarters, MAJCOM or other Inspections or developmental assessment team reviews.
- Serves as supervisor on duty in the absence of facility manager as directed by Air Force guidelines.
Occasional travel - You may be expected to travel for this position.

- Must complete all mandatory training both locally and off-site
- This position has been identified as having "regular contact with children," requiring a State Criminal History Repository (SCHR) check to be completed on any person selected for the position
- Must attain and maintain instructor certification in CPR and First Aid. Employee must maintain current certifications
- This position is a KEY position. It cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively
- Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this KEY position must be screened from military recall status
QualificationsIn order to qualify, you must meet the specializedexperience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.
Basic Requirement for GS-1701 Training and Curriculum Positions: A Bachelor's degree (or higher degree) in child development or early childhood education.
Combination of education and experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Evaluation of Experience: Some positions appropriately classifiable in this series involve work in connection with grants or similar funding activities to further educational progress. For such positions, experience gained in an occupational area similar or closely related to the position is qualifying experience, provided such experience involved judgment of a kind and level of difficulty and responsibility essential to successful performance in the position to be filled.
Specialized Experience: One year of specialized experience for GS-1701-09 which includes developing curricula covering physical, emotional, social, and cognitive development to include children with special needs; principles, theories, concepts, and practices of early childhood development encompassing infant through school-age youth to provide training to child development center staff members. This definition of specialized experience is typical of work performed at the GS-07 grade/level or equivalent in the federal service.
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of professional early childhood development/school age principles, practices, philosophy, and techniques.
2. Knowledge of personnel management policies and practices to include the ability to adjust work operations to meet emergency, changing program or production requirements within available resources and with minimum sacrifice of quantity or quality of work.
3. Knowledge of the significant physical, emotional, social, creative, and cognitive needs of children typically present at each developmental stage and within different child care settings.
4. Knowledge of education and training techniques in such areas as instruction, development and evaluation of curricula, and instructional material and aids.
5. Ability and skill in teaching and communicating effectively with others both orally and in writing to promote and report on the program, train paid staff and volunteers and to resolve problems and answer questions relating to the developmental processes.
6. Skill in selecting appropriate materials and equipment for ages 6 weeks to 12 years. Skill in identifying children with special needs and providing appropriate referrals to ensure children with special needs are assessed and accommodated.
7. Skill in compiling and completing both quantitative and narrative reports for a variety of agencies based on analyzing data and circumstances. Skill in the administration and interpretation of environmental, program and child abuse probability assessments.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
