The Office of Information and Regulatory Affairs (OIRA), within the Office of Management and Budget (OMB), is seeking candidates for a policy analyst position in OIRA's Transportation and Security (TS) Branch. OIRA is responsible for regulatory, information and statistical policy within OMB and the Federal government generally. The TS branch is responsible for the review of draft federal regulations and information collection requests from the Departments of Transportation, Housing and Urban Development, Justice, Homeland Security, and State; the Equal Employment Opportunity Commission; and the Access Board, as well as information collection requests from a few independent agencies with related missions. As a POLICY ANALYST, GS-0301-12/13, your typical work assignments may include the following:
Policy analysts within the TS Branch are the core source of expertise on matters pertaining to the regulatory and information policies of Federal departments and agencies with transportation, housing, security, immigration and accessibility missions.
Policy analysts are responsible for:
- Conducting analysis of regulations and/or regulatory policy to identify significant economic, scientific, and legal issues, with emphasis on regulatory costs and benefits, and alternative regulatory approaches.
- Reviewing Information Collection Requests pursuant to the Paperwork Reduction Act to ensure that agency collections of information meet all of the requirements of the Act.
- Developing recommendations for higher-level decision makers.
- Drafting and presenting succinct written products to describe and summarize analysis and recommendations.
- Reviewing and interpreting pertinent subject-related directives, proposed legislation, and policy documents to identify expected impacts and conducting analysis and studies of their implications and alternatives.
- Providing critical feedback and recommendations to OIRA and OMB leadership regarding policy positions on national-level regulatory and information collection strategic directives and policy statements. These duties require the use of economic, scientific, statistical and other quantitative and analytical methods.

One year of specialized experience equivalent to the GS-12 grade level in the Federal service or private sector that demonstrates your ability to conduct analysis of transportation or housing regulations or of regulatory policy to identify economic, scientific and legal issues, with an emphasis on regulatory costs and benefits, and alternative regulatory approaches. Such experience must include: 1) initiating and performing objective qualitative and quantitative analysis of complex transportation or housing policy and/or of economic issues to inform decision making; 2) leading the development and presentation of recommendations to higher-level decision makers; 3) independently drafting and presenting both succinct and more in-depth written products to describe and summarize complex analysis, policy options and implications, and recommendations for audiences with differing levels of expertise; AND 4) independently developing and implementing strategies to improve the effectiveness of regulatory policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
