    Summary

    Natick Contracting Division (NCD) is a full service contracting organization managing integrated acquisition from research and development through production and post production services. As part of US Army Contracting Command, NCD's expertise is utilized by all of the Armed Services, but in particular we provide contracting support to key Program Executive Offices and Program Managers supporting the U.S. Army's major acquisition programs. We contract for major soldier support systems ranging from uniforms and individual equipment to air drop delivery, as well as, critical technologies such as Chemical/Biological agent detection and protection and Unmanned Aircraft Systems. Beyond equipment, we also support procurement efforts for critical medical programs such as Traumatic Brain Injury research. As an integral part of the US Army team, NCD strives to implement world class best practices in procurement to ensure the sustainment, survivability and success of the 21st century warfighter.

    Responsibilities

    The incumbent of this position will serve as a Contract Specialist working for the Natick Contracting Division. You will be responsible for providing support to contracting officers in all facets of the acquisition process. Specifically, you will:

    • Prepare and issue solicitations, evaluate proposals, perform cost/price analysis, negotiate contract terms and/or modifications and make contract awards.
    • Monitor contractor performance, respond to protests and/or congressional inquiries.
    • Utilize automated tools to perform contracting functions and perform contract closeout documentation.
    • Determine methods of procurement, either formally advertised or negotiated; you will prepare procurement plans and necessary justifications and/or determinations and findings.
    • Perform pre-solicitation activities, source selection or best value evaluations, contract award, and contract administration for non- complex contracts.
    • Understand/apply current acquisition principles, regulations, acquisition reform/streamlining, and other acquisition related areas.
    • Monitor contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports.
    • Meet the acquisition related needs of serviced customers.

    • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
    •  This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level I in Acquisition Career Field Contracting within 24 months of entrance on duty.

     

     

    Qualifications

    In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.  Additional information about transcripts is in this document.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).  You will receive credit for all qualifying experience, including volunteer experience.

    Basic Requirement for Contract Specialist:

    Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

    OR

    Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Specialized Experience: One year of specialized experience which includes: 1.) Using procurement regulations, procedures, and techniques in order to perform developmental contracting assignments, 2.) Drafting contract documentation, orders, or modifications; 3.) Analyzing bids or proposals; 4.)Assisting with monitoring the contractor's performance; 5.) Reviewing contract files for completeness; and 6.) Performing final review and closure of contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

    Education: One full year of graduate level education in a field with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

    Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:

    • (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
    • (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
    • 3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
