Duties

Help
  • Responsible for reviewing, maintaining, and certifying all quarterly, semi-annual, and annual financial statements in compliance with laws, regulations, and policies.
  • Ensures that funding levels are correctly validated that all financial commitments are settled before the funds expire.
  • Responsible for managing the financial reporting processes, including the Command Accountability and Execution Reporting (CAER) and the Joint Reconciliation Program (JRP).
  • Reviews of dormant accounts and certify the results in a quarterly basis.
  • Works with external agencies and internal staff to ensure audits are carried out and submitted properly.
  • Perform accounting duties in accordance with professional and governmental guides and directives regarding accounting policy, operations controls, regulatory and legal requirements pertaining to finance and accounting programs.
  • Apply professional accounting practices, methods, and procedures in the examination and analysis of regulations, laws, directives, ledgers, journals, accounts, and related transactions.
  • Manage the Internal Control Program and proper use of funds according to regulations.
  • Developed policies and ensuring that guidelines from FORSCOM, the Army, and DFAS are adhered.
  • Acts as the main liaison with the Defense Finance and Accounting Services (DFAS).
  • Ensures that any financial discrepancies are corrected quickly and that all financial systems are properly set up and functioning.
  • As the Customer Service Representative, manages the DoD Automated Time and Attendance Production System (DATAAPS) and Defense Civilian Payroll System (DCPS), including training and coordinating procedures and internal controls.

  • This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This position requires the incumbent to possess, obtain and maintain a Secret security clearance.
  • This position may require business travel up to 25% of the time to include overnight travel away from normal duty station.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Multiple positions may be filled from this announcement. This position will be filled at the GS-09, GS-11, or GS-12 level. If selected at the GS-09 or GS-11, level, noncompetitive promotion to the full performance level GS-12 is authorized.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Accountant:

A. Degree:

Bachelor's degree or higher in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts)

OR

B. Combination of Education and Experience:
Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (Note: You must attach a copy of your transcripts); OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below for the appropriate grade:

Specialized Experience for GS-09:

One-year specialized experience which includes assisting higher graded accountants in reviewing and analyzing accounts and evaluating account balances, trends, and conditions. Providing accounting data and support to budget and program managers for preparation of budgetary data. Evaluating portions of General Ledger account balances and portions of subsidiary ledgers for accuracy. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education:
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, finance, or public administration. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

Specialized Experience for GS-11:
One-year specialized experience which includes interpreting, analyzing, and evaluating financial data; applying accounting laws, policies and procedures; analyzing financial regulations and financial statements, data, and reports to make decisions and/or recommendations to senior leadership; designing, implementing and assessing internal control processes and/or installing financial accounting systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, finance, or public administration. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

OR

Specialized Experience for GS-12:
One year of specialized experience which includes providing professional accounting services/advice that ensure the overall effectiveness and efficiency of the accounting operations in accordance with Generally Accepted Accounting Principles (GAAP); independently applying analytical and evaluative methods and techniques to evaluate and interpret accounting data, financial statements and reports, processes, accounting/financial systems, or effectiveness of internal controls; providing technical accounting expertise to assist in the design, implementation and/or assessment of operating systems, procedures, or internal control processes; expert experience in using GFEBS (General Funds Enterprise Business System) the Army's financial system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
