Summary

You will serve as an Administrative/Technical Specialist in the Industrial Service Branch of NAVSURFWARCEN IH DIV.

This position is part of the Warfare Center's Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to the GS-09 and GS-10. The NT-04 pay band encompasses positions equivalent to the GS-11 and GS-12.

Duties

Help
  • You will provide information, advice and guidance to management and project managers on all logistical aspects of cost, schedule and performance, e.g. budget execution, financial management, quality compliance, project coordination.
  • You will oversee procurement, contractual issues, workload and financial input data for assigned programs.
  • You will manage funding through funding documents and funding/cost transfers to ensure funding is allocated properly to tasking.
  • You will work with the project manager to create and maintain funding reports, Project/Program Integrated Master Schedules (IMS), Plan of Action and Milestone (POAM) schedules, resource allocation, project highlights, and configuration management.
  • You will ensure that issues with funding, schedules as resource management are resolved quickly.
  • You will develop, establish, coordinate, and maintain a logistical program/project management information reporting system.
  • You will serve as a senior specialist to develop analytical guidelines based on program/project analysis.
  • You will develop analytical reports (e.g., project logistical life cycle cost analyses, program cost benefit/economic evaluations.)
  • You will assist the departments' various portfolios by analyzing the goals and objectives and identifying issues to make recommendations for improvement.
  • You will support a manufacturing organization.
  • You will be required to report to the duty location advertised in the announcement on a regular and recurring basis. (See Telework section above.)
  • You will perform duties as the logistical program analyst supporting the branch with actions, project reviews, portfolio reviews, department hosted events, and external operations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR NT-03 (GS-9/10 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-05/08 equivalent), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience reading and interpreting financially related actions to support a logistical industrial program.

FOR NT-04 (GS-11/12 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalent), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience planning, coordinating or providing logistics management support. Examples of qualifying experience include identifying specific requirements (e.g., money, manpower, material, facilities, or services) needed to support the project; coordinating logistics management support to ensure adequate resources are available; utilizing logistics planning and requirements to assist in developing logistics support strategies or plans; identifying logistics planning or execution problems.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR NT-03 (GS-9/10 equivalent):
- successfully completed a master's or equivalent graduate degree.
OR
- successfully completed two full years of progressively higher-level graduate education leading to a master's degree
OR
- obtained an LL.B. or J.D. that is related to the position being filled.
