  • You will serve as the Corporate Budget Team Lead.
  • You will be responsible for, coordinating and directing work for the Corporate Budget team to ensure budgetary work is completed as required.
  • You will coach, train, and mentor members of the Corporate Budget team.
  • You will serve as Subject Matter Expert in all aspects of the budget and execution plan development and consolidation, and as the central point of Command’s budget coordination.
  • You will create and document all Budget related process and procedures, develop initial execution plan inputs including indirect non-labor, civilian and military labor hours and pricing, and work year estimates and forecast annual NOR.
  • You will be responsible for formulating budgets to support organizational plans, programs, and activities.
  • You will coordinate budgetary inputs from all departments to ensure accurate, timely and effective budget formulation and execution process.
  • You will evaluate financial objectives of department budget requests to ensure compliance with targets, guidelines and the strategic direction of command.
  • You will develop Stabilized Rates, analyze impact of rates, spending, and NOR on future FY rates, and prepare ad hoc rates as required.
  • You will evaluate budget requests for conformance to budgetary regulations, create formulation, evaluation, and implementation of internal policies, procedures, and protocols related to financial operations and budgetary execution.
  • You will identify budgetary or financial issues and resolve or recommend mitigation for unfavorable variances.
  • You will prepare and provide a wide variety of budgetary reports for the organization.
  • You will monitor financial and budget metrics to drive process improvements, provide internal guidance and advise on all phases of budget administration.
  • You will communicate and coordinate with department financial leads, and perform data analysis and conduct modeling based on different scenarios.
  • You will be responsible for responding to requests for information regarding the budget, operational data, or related information, and perform detailed analyses, using various quantitative estimating techniques and statistical analysis models.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional accountant managing financial operations or accounting functions to solve a variety of budgeting problems in support of a Working Capital Fund (WCF) activity.

A. I have a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. I have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements).
