Duties

Help
  • You will serve as the Division Technical Acquisition Liaison/Contracting Officer Representative (COR) responsible for providing expertise and guidance as it relates to the Division's technical acquisition and contractual requirements.
  • You will interface with Division managers and Department Technical Acquisition Specialist (TAS) to create an acquisition strategy for the Division's technical needs and analyze/present data to monitor effectiveness and efficiency.
  • You will create purchase requisitions (PRs) in the Integrated Budget Planning and Execution System (IBPES) for purchasing materials and equipment via MILSTRIP and Government Purchase Card (GPC) and track to completion.
  • You will oversee generation of Statements of Work/ Need (SOW/SON) and Procurement Data Packages (PDP) for division programs.
  • You will develop technical data packages for contractual procurements.
  • You will review contract terms and technical specifications to identify any special requirements.
  • You will conduct post-award conferences with the contractor to clarify contractual requirements and special provisions.
  • You will monitor contractor technical performance over the life of the contracts.
  • You will review contractor submittals and certifies completed work for scheduled progress payments.
  • You will solve problems relating to change proposals, claims, payments, or similar problems.
  • You will review completed contract files to ensure all contractual requirements are met, there are no pending administrative actions to be resolved, all file documents are signed, no litigation actions are pending, and the contract is complete.
  • You will certify to the contracting officer that the contract is ready for final payment and ready to be closed.
  • You will provide proper and appropriate oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions.
  • You will communicate with the contracting officer on a routine basis regarding contractor oversight and performance and maintains required documentation to support monitoring Contractor performance.
  • You will notify the contracting officer of any contractor performance issues and takes corrective action as appropriate.
  • You will document contractor performance on an annual basis, at a minimum, and submits an annual assessment in the Contractor Performance Assessment Reporting System (CPARS) when/if required.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at the NT-03 pay band (GS-9/10 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing acquisition and contractual procurement support to ensure financial and technical compliance with contract terms and conditions for contractor oversight (e.g. tracking execution, contractor performance, corrective actions, etc.)

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR

A combination of experience and graduate education as described above that equates to one year of experience
