  • This position is located in the Energetic Manufacturing Department, CAD/PAD and Extruded Products Division, Primers, Cartridges and Igniters Branch (Code M11).
  • You will serve as a technician who performs specialized work that demonstrates a high level of technical expertise in support of Rockets and Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD) Operations Branch.
  • You will plan, organize, and execute projects that develop, monitor, and improve process related to the manufacture of energetics materials.
  • You will lead large projects and other junior members of the technical task team in order to maintain product quality and the implementation of continuous process improvements.
  • You will contact personnel outside of the organization to exchange information and resolve issues relating toward resolution of problems associated with product quality, design, and adaption of process equipment.
  • You will review tests and test results and recommends process improvements in order to optimize processing of energetic materials.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the NT-4: I have one year of specialized experience equivalent to the next lower pay band NT-03 (GS-09/10 equivalent) in the federal service or equivalent experience in the private or public sector providing technical oversight and guidance for engineering manufacturing projects or an explosive ordnance program to ensure the development of energetic materials are compliant with safety and quality requirements.

For the NT-3: Your resume must demonstrate one year of specialized experience equivalent to the next lower pay band NT-02 (GS-05 to GS-08 equivalent) in the federal service or equivalent experience in the private or public sector reading and interpreting technical engineering testing procedures for an explosives ordnance program in order to identify and report compliance issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Education can be substituted for experience at the NT-03 level as described below:

Completion of a Master's degree in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position,

OR

Completion of 2 academic years of progressively higher-level graduate education in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position

OR

A combination of experience and education as described above that equals 100 percent.

This announcement uses the STRL Mission Support direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

This position is equivalent to the GS-9/10 level. The full performance level is equivalent to the GS-11/12 level.

This position is covered by the Department of Defense Priority Placement Program.
