Summary

As a Supervisory Management and Program Analyst, you will manage up to 80 internship/cohort members at any given time. Incumbent manages the FAS intern development program and other entry-level/intern/cohort developmental programs.

Location of position: General Services Administration (GSA), Federal Acquisition Service (FAS), Office of Enterprise Strategy Management (QP).  Location negotiable following selection.

Serves as a program manager responsible for management of the GSA/FAS entry-level/intern/cohort programs. Develops annual training plans. Coordinates FAS participation in other GSA entry-level/intern/cohort training events. Develops requirements for contracts and agreements for core business and soft skill training.

Develops, manages, and/or presents state-of-the-art training programs for entry-level/intern/cohort employees. Develops instructional goals and course materials. Manages curriculum design and introduces new instructional technologies to the organization.

Provides overall leadership for training program innovations and develops new methods for assessing training program effectiveness.

Manages FAS entry-level/intern/cohort employee engagement programs and events, and participates in the development of engagement and employee retention plans from the entry-level perspective. Monitors and evaluates training and organizational development projects, programs and initiatives.

Formulates requirements for funding of all TDY and contractual training costs for FAS entry-level/intern/cohorts. Obtains funding and controls execution of program to assure maximum effectiveness. Develops master intern training plan (MITP), ensuring adequacy and conformance with career program policies and objectives.

Coordinates and conducts evaluation panel meetings comprised of senior-level personnel to evaluate and improve all aspects of the entry-level/intern/cohort programs. Prepares and conducts briefings for higher level management, provides recommendations or action plans and provides guidance and direction for implementation.

The GS-14 salary range starts at $116,393 per year.

SPECIALIZED EXPERIENCE:  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience  in the management of one or more programs with experience in all of the following:

● Independently directing and managing employee engagement programs and events;
● Monitoring, evaluating and developing training and organizational development projects, programs or initiatives;
● Establishing and maintaining effective relationships with executive leadership and managers to support agency programs and initiatives;
● Interpreting and applying human resource policies and/or regulations governing the recruitment, retention and discipline of employees; AND
● Applying a wide range of qualitative and quantitative methods to measure program efficiency and effectiveness, and recommend corrective measures or alternative approaches
for implementation.

  • Knowledge of budgetary methods, practices, procedures, and regulations.

  • Experience managing and coordinating career development and/or training programs.

  • Skill in inspiring, motivating and guiding subordinates through coaching, mentoring and developing.

  • Skill in written communications producing reports, policy recommendations, strategies, and for career development and/or training programs.

  • Skill in oral communication to make formal and informal presentations to higher level management and communicate with diverse audiences.

  • Ability to work in collaboration with key GSA organizations; communicating program goals/objectives, and influence decisions to obtain support necessary for mission accomplishment.
