You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the VISUAL AND TECHNICAL INFORMATION SUPPORT BRANCH of the EOD INFORMATION MANAGEMENT DIVISION of NAVSURFWARCEN IH DIV.

The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $145,617).

Duties

Help
  • You will independently perform highly specialized and descriptive cataloging using in-depth knowledge of the theories, concepts, and practices by which EOD material and information is categorized.
  • You will create and manipulate digital documents, images and photographs, including scanning to locally established technical standards, internal identification labels, classification data, format and content correction.
  • You will manage, organize, and accurately assign meta data to digital documents, image files and photographs using digital media archive database software and techniques.
  • You will serve as application manager and provide limited system administration and application configuration to the EOD Library servers and automation software.
  • You will actively assist the Information Services and Technology Branch support personnel with library information system upgrades and enhancements, management of application software, data storage, and servers/hardware.
  • You will administers Enhanced Technical Information Management System (ETIMS) account used to manage content requirements and procure Air Force Technical Orders for cataloging.
  • You will administer digital media archive and performs digitization and digital file manipulation.
  • You wiill administer the Command Technical Library?s five major web-based service subscriptions and their user accounts, ensuring delivery of scholarly, scientific, and technical content to hundreds of users at NSWC Indian Head, and its Detachments.
  • You will collaborate with external agencies and other library networks on data and content sharing for filling user reference and information requests.
  • You will maintain and administer the Command Technical Library?s EOS catalog of reference material.
  • You will configure and maintain the design of the EOS catalog database website landing page and updating content.
  • You will develop Command Technical Library announcements and coordinates with the Public Affairs Office on all hands distribution.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Technical Support Spec. level Intermediate within 12 months of appointment.

Qualifications

For the NT-05:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public assessing and maintaining a technical library system to provide expertise in technical information processing (e.g. researching, digitization, organizing, indexing, cataloging, disseminating) requirement for explosive ordnance in support of organization objectives.

For the NT-04:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector classifying, cataloging, and digitizing explosive ordnance reference materials to maintain a technical library system ensuring compliance with security requirements.

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Basic Requirements:

  • Education: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled; or
  • Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the NT-04:
  • successful completion of a Ph.D. or equivalent doctoral degree; or
  • successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; or

  • a combination of experience and graduate education as described above that equates to one year of experience. The percentage of education plus the percentage of experience must equal one hundred percent.
