Duties

Help
  • You will assist with tracking and maintaining Plant, Property, and Equipment (PPE) throughout its life cycle.
  • You will update the Accountable Property System of Record (APSR) with the completion of adds, changes, and retirements once supporting documentation has been received.
  • You will coordinate the work of end-users for the timely disposal of excess assets.
  • You will collect, analyze and evaluate data, and provide recommendations to acquire and dispose of PPE.
  • You will maintain accuracy of PPE data and resolve discrepancies.
  • You will utilize internet tools to research old equipment to aid in determining whether to excess for re-sale or scrap; tag and record acquired PPE as appropriate; and perform periodic checks to ensure location and physical custody of PPE
  • You will eventually be responsible for coordinating and providing logistical support in relation to Property Management Functions, Government Furnished Property Functions, and Containerization Functions.
  • You will eventually serve as a NSWC IHD Organizational Property Administrator (OPA) as well as the alternate Property Manager when the NSWC IHD Property Manager is off-site.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.

Qualifications

NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 (GS-5/8 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting Property Management Specialists with the collection, analysis, and disposal of plant, property and equipment (PP&E) materials or data throughout its lifecycle.

NT-2: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band NT-1 (GS-1/4 equivalency) in the federal service or equivalent experience in the private or public sector: performing property management support using inventory principles for plant, property and equipment (PP&E).

Education

Education may be substituted for specialized experience as follows:

NT-3:
A master's or equivalent graduate degree; OR
Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
An LL.B. or J.D., if related to the position being filled; OR
A combination of experience and graduate education as described above that equates to one year of experience.

NT-2:
4-year course of study leading to a bachelor's degree; OR
A combination of experience and education as described above that equates to one year of experience.
