Help
  • You will serve as a member of a team to accomplish moderately difficult accounting work .
  • You will prepare, analyze, interpret and present accounting data.

  • You will operate and maintain accounting information in the Navy Enterprise Resource Planning (ERP) System at a Working Capital Fund field activity.

  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the NT-03: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-02 (GS-05/08 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional accountant preparing and analyzing accounting data and maintaining accounting information in the Enterprise Resource Planning (ERP) or similar System.

For the NT-02: Your resume must demonstrate that
you have successfully completed the basic education requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must posses:

A bachelor's degree or higher in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. These 24 hours may include up to 6 hours of credit in business law.
OR
A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
SUBSTITUTION OF EDUCATION:
Per the Office of Personnel Management (OPM) Qualifications Standards Manual, applicants may substitute the successful completion of following positive education, in lieu of meeting the specialized experience stated above for the applicable pay band level

TO QUALIFY FOR NT-3:
Education may be substituted for specialized experience as follows:
Successful completion of a master's or equivalent graduate degree in accounting; or a master's or equivalent graduate degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting;
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in accounting; or leading to a master's or equivalent graduate degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting;
OR
A combination of experience and graduate education as described above that equates to one year of experience.
