Duties

Help
  • You will solicit, evaluate, negotiate, and award contracts for supplies, services, and construction.
  • You will administer federal construction contracting previously performed under the NAVFAC (Naval Facilities Engineering Command).
  • You will perform acquisition planning, contract negotiations, or contract administration to procure supplies and services, including but not limited to construction, facility services, architect and engineering services, or materials.
  • You will make recommendations to the type of contract to be utilized based on the acquisition planning, including but not limited to, construction type contracts, service type contracts and supply type contracts.
  • You will administer contracts by assuring compliance with terms and conditions to include resolution of problems concerning the obligations of various parties.
  • You will evaluate cost or price proposals and thoroughly document business decisions.
  • You will interpret regulations and policies imposed by higher organizational levels and provide expert advice in resolving difficult situations.
  • You will rely on a comprehensive knowledge of procurement laws and Federal and Department of Defense regulations.
  • You will generate various business documents to include business clearance memorandums, price negotiation position memorandums, justifications, and acquisition plans.

  • NT-04: This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field C (Contracting) Level 2 (Intermediate). Certification is required within 24 months of appointment.
  • NT-05: This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field C (Contracting) Level 3 (Advanced). Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

The selectee for this position serves as an Administrative/Technical Specialist in the Contracting Division C of the Contracts Department of NAVSURFWARCEN IHEODTECHDIV. If selected, you will serve as a Contract Specialist.

The salary range shown in the announcement represents all of the positions within the bands, including NT-05 high grade positions. This NT-05 is not a high grade position. The salary for NT-05 is limited to a GS-13, step 10 (currently $133,465).

Salary Ranges:
NT-04: $65,561 - $112,240
NT-05: $86,335 - $133,465 (capped)

FOR THE NT-04: In addition to the basic education requirement, your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-03 (GS-09/10 equivalent) in the Federal service or equivalent experience in the private or public sector soliciting, evaluating, negotiating, awarding, or administering contracts for the procurement of equipment, supplies, or services. Examples of specialized experience may include: evaluating contractor proposals; conducting contract cost or price analysis; determining appropriate acquisition strategy or contract type; drafting contract documentation and awarding contracts; evaluating contractor performance during the life of the contract; implementing contract changes such as time extensions or rate/cost adjustments.

F OR THE NT-05: In addition to the basic education requirement, your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector analyzing contracting policies, procedures, and problems to provide authoritative advice to management or other employees on contracting matters.

Education

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.

FOR THE NT-04: The following education may be substituted for specialized experience:

Successful completion a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full academic years of progressively higher level graduate education.
