Duties

Help

The Environmental Protection Specialist:

  • Serves as the fleet's Environmental Management Representative and takes the lead role in the Environmental Management System (EMS), including development of standard operating procedures for environmental issues, development of an audit schedule to assess the effectiveness of the program, evaluate the results, and will produce reports and evaluations for management review, which will include an analysis of the effectiveness of the EMS at the fleet and recommended changes based on detailed research of the applicable regulations.
  • Serves as the Hazardous Waste Coordinator utilizing knowledge of the policies, organization, operations, work practices, and environmental parameters of regulated industries, agricultural or commercial establishments, Federal agencies, States, or other entities sufficient to obtain information, evaluate compliance, and recommend necessary changes, control measures, best management practices, etc.
  • Develops environmental training plans at the fleet and ensures all employees have the requisite environmental training for their position. 
  • Is the fleet's primary representative to outside agencies or concerns with regards to EMS and the fleet's environmental policy.
  • Has knowledge of contracting procedures sufficient to oversee and/or monitor contracts.  Serves as a Contracting Officer Representative (COR) for contracts relating to environmental compliance.

The ideal candidate will have the knowledge and experience to serve as the technical expert on all environmental management and environmental compliance activities onboard the ships and shore side facilities. The candidate must be able to manage environmental compliance issues with minimal local assistance and inform the Fleet Superintendent of potential and actual matters that may affect the Fleet. The ideal candidate will have knowledge and experience of ISO 14001 and administration of an Environmental Management System (EMS).

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07, it must include:

  • Experience with environmental compliance at a shore based facility.
  • Experience at a waterfront facility.  

To qualify for the GS-09 on Education alone, you must have at least:

  • 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.
  • You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09. it must include:

  • Experience with environmental compliance in a shore based facility, including the Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), Emergency Planning and Community Right to Know Act (EPCRA), National Pollutant Discharge Elimination System (NPDES), and  National Pollutant Discharge Elimination System (NEPA).
  • Experience with compliance issues in a shipyard or waterfront terminal (i.e. compliance issues on boats, ships, or other vessels, including VGP and USCG pollution prevention).
  • Experience with spill response techniques and regulations.

To qualify for the GS-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

  • Knowledge of the laws, regulations, policies, and procedures related to environmental protection: Knowledge of established principles, concepts, and methods of environmental protection program work, sufficient to perform a variety of duties involving the management, coordination, monitoring, oversight, or evaluation of routine programs, projects, or activities.
  • Knowledge of ISO 14001: Knowledge of ISO 14001 sufficient to provide advisory, reviewing, evaluating, or problem-solving services (i.e., the fleets' EMS "troubleshooter" and advisor to the Fleet Superintendent) on the fleet's EMS and environmental compliance program and will be directly involved in developing, coordinating, reviewing, and evaluating the implementation of the fleet's EMS Objective and Targets Action Plans.
  • Communication: Communicates effectively orally and in writing to prepare and conduct briefings or training programs, lead group conferences, and write reports and letters.
  • Analytical and problem solving: Skill in solving complex problems involving diverse aspects of environmental management and protection (e.g., performing regulatory compliance inspections, or oversight activities of the fleet's Environmental Management System (EMS), where procedures require frequent modification and change in order to remain valid.
  • Contracts: Knowledge of contracting procedures sufficient to oversee and/or monitor contracts.  
  • Technical/Analytical:  Development of standard operating procedures for environmental issues.
