Physical Security

  • Serves as the technical expert for the development and administration of the physical security program and systems installed and in use within all VHSO facilities, including all Community Based Outpatient Clinics (CBOCS), Grant Per Diem (GPD) facilities, Health Care for Homeless Veterans (HCHV) facilities and other assigned properties
  • Maintains an up-to-date level of expertise in equipment technologies, processes and methods in order to advise the Chief of Police on intrusion systems, panic alarm systems, closed circuit television, physical access control systems and police communication equipment
  • Conducts annual physical security assessments, vulnerability assessments, and light surveys
  • Coordinates repairs and maintains inventory of assigned equipment
  • Recommends changes, upgrades, or enhancements based on changing threats and modern technologies
  • Analyzes plans, blueprints, schematics and other drawings as a basis for planning actions for incorporation in new, existing, or renovated construction
  • Establishes tracking systems, databases and other programs to monitor program effectiveness
  • Prepares and conducts briefings, presentations and reports to inform the Medical Center Director, Associate Director, and Chief of Police of systems status and recommend protective measures
  • Determines which projects to initiate, develops deadlines, and identifies staff and other resources required to carry out an assignment
  • Provides guidance and briefings to the public, employees, Veterans, visitors, facility service chiefs and executive management in all aspects of security and law enforcement activity affecting VHSO
  • Plans and directs the health system's on-going security and crime prevention programs by conducting or directing unannounced vulnerability surveys throughout the facility and by completing periodic analysis of crimes occurring at and contiguous to the facility so as to make timely decisions to correct perceived weaknesses
Contracting Office Representative (COR)
  • Serves as a Contracting Office Representatives (COR), working with VISN 16 Contracting Officer to prepare, manage, develop, monitor, and authorize payment for contractual work completed for Police Service
  • Assists in preparing procurement package, including Performance Work Statements/Statements of Work, Independent Government Cost Estimate; prepares and submits Purchase Requests; drafts Quality Assurance Surveillance Plans/Checklists; verifies availability of funding and submits packets to request funds; evaluates proposals from vendors/contractors
  • Monitors and documents contractor's performance in accordance with the requirements, terms and conditions of the contract and agreed schedule; inspects supplies and services to determine acceptability and rejects those that do not meet the contract requirements and standards
  • Reports results to the VISN 16 Contracting Officer (Monthly Report); validates that contractor's reimbursable purchases are received before being billed to the Government
  • Ensures that contractors/vendors are paid for acceptable performance
  • Tracks contract costs
  • Requests contract modifications through the CO when needed.
Supervisory Duties
  • Plans and assigns work and sets priorities
  • Sets performance standards, explains performance expectations, and appraises work of employees
  • Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance
  • Hears and resolves employee complaints and refers more serious grievances to higher authority with recommendation for resolution
  • Effects minor disciplinary actions such as reprimands and warnings; recommends other action in more serious cases
  • Initiates personnel actions for recruitment, reassignment, promotion, reclassification, etc.
  • Interviews and selects employees for vacant positions
  • Approves/disapproves leave

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization. Examples of specialized experience typically include, but are not limited to: assisting with onsite physical security inspections/assessments; assisting in the evaluation of findings and the development of recommendations for changes in a physical security program; coordinating repairs of physical security equipment; maintaining inventory of physical security equipment; maintaining records of buildings or other facilities that describe the kinds of security systems installed for each building or facility; and annotating records to show architectural changes and reconfigurations of space and the purpose of in-place security systems OR,
  • Education: You may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent degree or have completed 2 full years of progressively higher lever graduate education leading to such a degree, or you may qualify if you have an LL.B. or J.D. (if related to this position). Your graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position OR,
  • Combination: You may also combine education and experience to qualify at this level. To determine if you qualify by combining education and experience, compute your total qualifying experience as a percentage of the total experience required; then determine your education as a percentage of the total education required. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only graduate education above the first year is qualifying.)
Preferred Experience: Current certified VA Police Supervisor with at least one year of VA Police supervisory experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work requires regular and recurring physical exertion such as extended periods of standing, walking, driving, bending, stooping and reaching, lifting, crawling or similar activities. The incumbent engages in such exertions when conducting security surveys, vulnerability assessments, crime prevention surveys, education and other activities in and around VHSO. The incumbent may be required to work uncommon tours of duty or perform outdoors in inclement weather during lighting surveys, external building assessments, etc. The incumbent must be able to drive and maintain a valid driver's license. The incumbent also assists medical emergency teams in moving heavy equipment and carrying unconscious or collapsed patients.

ADDITIONAL REQUIREMENTS FOR EMPLOYEES WHO PERFORM POLICE OFFICER DUTIES:
  • Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely.
  • Must be able to achieve and maintain mandatory firearm and weapons qualification/certification.
  • New VA Police Officers are required to attend and pass an 10-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas.
  • A character investigation will be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government.
  • Required to pass an annual medical examination. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature.
  • Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability and are required to take and pass a psychological examination.

This position authorizes the incumbent to carry a firearm. The incumbent must meet the standards prescribed in the Lautenberg Amendment (PL 104-208) to the Gun Control Act of 1968 (18 USC922). Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess firearms or ammunition (Title 18 U.S.C. § 922(g)(91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position.
