Duties

Help
  • Provides expert consultative and OD services to employees at all levels on a broad range of human resources issues, including organization development, leadership/employee development, and change management services.
  • Provides OD consulting services addressing complex HR problems for senior leadership. Develops intervention strategies which are appropriate to the client's needs and are supported by ethical standards. Coordinates contractor support efforts.
  • Partners with leaders at all levels to plan for and mitigate the impact of transformational efforts, preparing the workforce to handle new tasks, tools, procedures, and duties when needed through various change management and/or other strategies.
  • Designs human capital programs, develops data collection instruments, structures databases, conducts basic analyses, interprets data and draws conclusions and recommendations from findings for organizational decision making.
  • Provides guidance, training, development opportunities and consultation to the CA HRO Human Resources Business Partners in their role as consultants to the assigned organizations they serve.
  • Works in close partnership with the CA HRO Lead for Supervisory and Leadership Development to assess, design and deliver targeted interventions, development, coaching and training as needed to enable key Center and mission strategies.

  • The selectee's current duty location will be the assigned duty location.
  • Lowest salary is based on the "Rest of the US" pay table. Highest salary is based on the San Jose-San Francisco-Oakland, CA pay table. Actual salary will be set based on the duty location of the selectee.
  • Travel to the CA HR Office is required. Selectee may receive Temporary Duty (TDY) Travel allowances in accordance with Federal Travel Regulations.
  • This position is open to U.S. citizens, nationals or those who owe allegiance to the U.S.

Qualifications

Applicant must have one year of specialized experience equivalent to the GS-13 grade level, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-14:

Specialized experience includes an extensive background and experience in Organization Development and consulting (contracting, assessment, consulting, design of interventions, and evaluation); demonstrated ability to partner with senior leaders and provide consulting at the enterprise level, experience in one-on-one coaching, particularly with senior level leaders of organizations; and experience with the HRBP model, particularly the consultative role.
