About the Position: Incumbent will serve as a Health System Specialist, analyzing, evaluating, advising on, and/or coordinating health care delivery systems and operations for patients within the organization.

Parking at the medical treatment facility (MTF) is limited.

Duties

Help
  • Identify problems with health care processes and recommend alternatives to improve processes, identifying and reporting any quality improvement issues.
  • Monitor the Military Healthcare System (MHS) for trends, analysis, and comparisons, gather and interpret data, making recommendations to the chain of command, Executive Leadership, etc. on findings.
  • Monitor and assist in the preparation of the annual budget.
  • Extract, analyze, summarize, and identify significant trends and issues regarding health care services.
  • Track the progress of contracts, to include maintaining and processing information to monitor all actions, documentation and utilization of health care provider services.
  • Manage all supplies for the department, to include acquisition, contract management, establishing and tracking automated replenishment levels, and ensuring adequate stock.
  • Prepare and present reports, charts, and spreadsheets to inform, substantiate, and assist managers in determining the most expeditious and cost-effective strategy for providing health care services.
  • Assist clinic Chiefs in gathering, reviewing, verifying, and consolidating a variety of information and statistical data needed to submit budgetary forecast for current and forthcoming fiscal years.
  • Arrange and display data and information to reflect the relationships between the cost and utilization of health care services.
  • Monitor and evaluate condition of facilities in assigned area of responsibility.
  • Make recommendations and direct actions involving major repairs, renovation, reconditioning, or replacement of same to comply with environmental, fire, and safety requirements.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Two year trial/probationary period may be required.
  • This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing assistance with preparing and monitoring annual budgets; utilizing various electronic databases and electronic healthcare systems to analyze data; identifying problems and developing or implementing solutions within the healthcare systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
