WHAT DOES A SENIOR INVESTIGATIVE MANAGEMENT ANALYST DO? As a Senior Investigative Management Analyst, you will serve as a CI Scheme Development Center (SDC) expert analyst, responsible for planning, organizing, coordinating, controlling, and evaluating activities relating to all programs assigned to the SDCs. You will serve as a technical expert and advisor to management on the effectiveness and efficiency of assigned program operations that are complex in nature and involve multiple SDCs and/or IRS locations and/or organizations as well as analyzing nationwide scheme data to recognize new fraud trends, multi-center schemes, and emerging issues.

As a Senior Investigative Management Analyst you will:

  • Make recommendations that significantly influence the development or modification of nationwide Refund Crimes policies and programs dealing with refund fraud schemes;
  • Participate with the design and development of new fraud detection applications;
  • Coordinate and participate in functional and cross-functional research studies involving analysis of technical data to increase efficiency and effectiveness of the SDCs and Service-wide fraud strategies;
  • Prepare and disseminate program and project directives, policy statements and memoranda nationally, and develop technical and procedural guidelines for publication in the IRM;
  • Make recommendations for national technical training, prepare curricula, participate in writing and reviewing training materials, and serve as an instructor;
  • Evaluate effectiveness of the SDCs in accomplishing its missions.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes the knowledge and experience that equipped the applicant with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

This specialized experience would be experience demonstrating accomplishment of projects that required: Thorough knowledge of the assigned program operations and procedures, as well as related programs; High degree of investigative and analytical skill in order to independently and accurately analyze problems, initiate required corrective action, and/or develop systems and processes that resolve the identified problems and improve fraud detection abilities; Management analysis skills such as knowledge of the principles and techniques of work planning and resource utilization, coordination, and evaluation; Comprehensive knowledge of qualitative and quantitative review techniques appropriate for complex programs and projects or equivalent studies and assessments; Proficiency in operations and use of CI and Treasury Enforcement automated systems and familiarity with personal computers, including the use of word processing, presentation and spreadsheet software; and Administrative skills sufficient to: independently establish priorities, identify meaningful objectives, complete assignments timely and exercise good judgment. In addition, the applicant should possess oral and written communication skills sufficient to explain program objectives internally and externally to impacted parties and clearly respond to organizational concerns about how enhancements benefit the organization impacted.

- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-timework is considered on a prorated basis.

Four (4) Positions are located in Criminal Investigation/Refund and Cyber Crimes/Systems and Analysis Section. Selectee will remain in current IRS post of duty.
