The Management & Program Analyst provides technically accurate analysis and evaluation in order to develop justifiable sound recommendations for resource allocation to executive leadership.The incumbent participates and collaborates in the development of detailed manpower requirements (e.g., industry benchmarks, staffing standards, succession plans, time studies, modeling's, simulations, etc.).

Duties include, but are not limited to:

  • Responsible for reviewing draft regulations, standards, or other guidance for their impact on the network's programs.
  • Utilization of the HRIS system will be required for reports and the analysis portion of this position.
  • The incumbent independently makes all necessary corrections.
  • Determines the workload-based staffing levels required to achieve an organization's mission, functions and tasks.
  • Reviewing reports monthly to ensure information populated in all appropriate HRIS systems is consistent and accurate across the board.
  • Identifying potential redundancies or gaps in functional requirements and ensures standardization across like functions.
  • Making applicable recommendations to executive leadership to improve operational efficiencies and planning effectiveness within the VA, VHA, and network program offices and functions.
  • The incumbent provides technical accurate analysis and evaluation in order to develop justifiable, sound recommendations for resource allocation to executive leadership.
  • Representation of the network by participating in top-level planning discussions with various levels of leaders, technical, professional, management and administrative personnel regarding program resources and management approaches.
  • Ensuring requirements, costs, schedules, and performance of VA programs are evaluated accurately and completely.
  • Identifying programs that need to be right-sized or adjusted and makes appropriate recommendations to network leadership.
  • Determining goals and objectives that need additional emphasis; determines the best approach or solution for resolving budget shortages; and plans for long-range staffing needs. Demonstrates the ability to negotiate and reach amicable solutions to complex and controversial problems.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/06/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this question does not apply to you.) For this vacancy, applicants must have held grade GS-5 to be eligible for GS-7; held grade GS-7 to be eligible GS-9; held grade GS-9 to be eligible for GS-11; or held a GS-11 to be eligible for a GS-12. You must have held these grades or higher for at least one year. The grade must have been held in the Federal service but may have been in any occupation. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you should provide an additional SF-50 to clearly demonstrate one year time-in-grade.

You may qualify based on your experience and/or education as described below:

GS-7 Management & Program Analyst

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: validates manpower and position requirements; resource allocation processes and procedures; knowledgeable of HR policies, practices and procedures as well as HRIS systems; Leverages related studies to ensure compatibility with established manpower models and requirements; and conduct special studies that require extensive analysis of program goals and objectives, workloads, costs, and other interrelated issues. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or superior academic achievement. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 6 months at the graduate level.

GS-9 Management & Program Analyst:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: validates manpower and position requirements; resource allocation processes and procedures; knowledgeable of HR policies, practices and procedures as well as HRIS systems; Leverages related studies to ensure compatibility with established manpower models and requirements; and conduct special studies that require extensive analysis of program goals and objectives, workloads, costs, and other interrelated issues. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year at the graduate level.
GS-11 Management & Program Analyst:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: validates manpower and position requirements; resource allocation processes and procedures; expert knowledge of HR policies, practices and procedures as well as HRIS systems; conduct special studies that require extensive analysis of program goals and objectives, workloads, costs, and other interrelated issues; and determines the workload-based staffing levels required to achieve an organization's mission, functions, and tasks. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level.
GS-12 Management & Program Analyst:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least GS-11. Examples of specialized experience include: validates manpower and position requirements; supports all phases of the VA's strategic resource allocation process for the network, i.e., program development, implementation, monitoring and evaluation; subject matter expert of HR policies, practices and procedures as well as HRIS systems; determines the workload-based staffing levels required to achieve an organization's mission, functions, and tasks; and supports all phases of the VA's strategic resource allocation process for the network.
  • Education: There is no educational substitution at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mostly sedentary. Occasional travel may be required for training and other job related functions.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
