Summary

The incumbent has the primary responsibility to assist with the fiscal accounting and other related services in support of the extramural activities of the office. The incumbent is also responsible for analyzing, evaluating, and auditing all project grant applications and programmatic funding recommendations for conformance with program guidelines, grant regulations and center policies.

Duties

Help

As a FUNDING RESOURCE SPECIALIST you will:

  • Plan and coordinate Special Emphasis Panel (SEP) for conducting external peer review of research applications.
  • Review and verify extramural awards and documents received from the Office of Grant Services (OGS) for conformance to programmatic approvals and technical recommendations and assures the accuracy of obligations
  • Provide consultation and technical assistance to agency staff and project officers to resolve discrepancies or matters of conflict with program guidelines, regulations and policies.
  • Be responsible for ensuring the appropriate and accurate resource/accounting data regarding the use of extramural funds is captured and accurately maintained in IMPAC II.
  • Provide technical assistance when appropriate to staff to resolve discrepancies, particularly in accomplishing complicated award actions.
  • Ensure that all review information is uploaded into the grants management system and assists with the management and oversight of grant awards.
  • Provide support and assistance on all aspects of committee management activities.
  • Compose and process Federal Register Notices and Appointment Memos for public meetings/conferences, ensuring they are completed in accordance with the agencies policies and procedures.
  • Perform other duties as assigned that are related to this position.

Qualifications

Minimum Qualifications:

Applicants must have at least one year of specialized experience at or equivalent to the GS-09 in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include planning, coordinating, and evaluating grant applications for extramural research funding; providing technical assistance to partners in reporting on administrative, and fiscal management activities related to extramural research awards.
Or
Have a Ph.D. or equivalent degree; OR 3 (three) full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
Or
Have a combination of experience and education that meets 100% of the qualification requirements for this position.
