The incumbent serves as the principle management official with responsibility for planning, organizing, and directing the day-to-day administrative operations of a large and complex Center/Institute/Office (CIO), as well as a member of the CIO senior management team participating with the CIO Director, and other senior agency officials in formulating and implementing the organization's goals, objectives, and plans.

Duties

Help

As a Management Officer you will:

  • Serve as principal advisor to the Center/Institute/Office(CIO) Director on all matters related to administrative program planning and resources management.
  • Serve as the second level supervisor of employees engaged in a wide variety of administrative, management services, business operations, and planning functions.
  • Provide input in the formulation of the CIO budget, presents, and defends resource requirements needed to carry out the CIO long-term goals and objectives.
  • Plan, direct, and evaluate the CIO's critical and operational planning, program development, and administrative and management services programs.
  • Manage the administrative activities of the entire CIO, recommending approval of budgets, spending plans, functional statements, organization charts, and staffing plans for the organization.
  • Perform other duties as assigned.

  • Supervisory position: Yes, Since this is a supervisory position, candidates must also have demonstrated or shown the potential to develop the necessary knowledge, skills, and abilities. A supervisory probationary period may be required. Qualifications

Minimum Qualifications:

Applicants must have one year of specialized experience at or equivalent to the GS-14 level of difficulty and responsibility in the Federal service as defined in the next paragraph.

Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include planning, organizing, and directing financial and administrative operations and formulating and implementing an organizational goal, objectives and plans.

Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
