Help

The incumbent is responsible for the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques/ audits. Provides informal and formal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures, as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Ensures that subordinates are trained and fully comply with the provisions of the safety regulations.

The primary duty of this position is to supervise all activities of subordinate medical clerks. This includes the effective selection, training, and utilization of assigned staff as well as serving as the subject matter expert to all medical clerks. This includes coordinating schedules and assignments with ward supervisory staff and Lead Medical Clerks and making adjustments as needed. Incumbent will serve as preceptor for Medical Clerks released from training, make decisions on leave requests, gather input from MSA's to evaluate performance of medical clerks in the pool as well as provide input to Chief of Staff or designee on the performance of medical clerks on the units, serve on Medical Center Committees as needed, and prepare various reports in area of expertise.

Work Schedule: Monday - Friday (both locations), 7:30 AM - 4 PM (North Little Rock)/ 7 AM - 3:30 PM OR 7:30 AM - 4 PM (Little Rock location)

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position;
OR,
Education. One year above high school

OR,
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision. All MSAs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held, [which] are [a] part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Such employees may be reassigned, promoted, or [changed to a lower grade] within the occupation.
(2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
(3) If an employee who was converted to [Title] 38 hybrid status under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

Preferred Experience: Experience scheduling appointments, excellent customer service skills, can maneuver CPRS, VISTA GUI, and VISTA, can pull Consult Reports for Pending, Active, and Scheduled; has experience on the ACD line, must be able to multitask, demonstrates knowledge of clinic management, assures accuracy in appointment management, clinic utilization, clinic access, and the coordination of all administrative information between the professional staff and the patient; able to confidently and competently train scheduling staff, has a vast knowledge of national and local scheduling policies and SOPs.

Grade Determinations: One year of experience equivalent to the GS-6 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
I. Ability to provide the full range of administrative and supervisory duties in a patient support setting, which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements
II. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
III. Ability to provide briefings, orientations, staff development, and training [in a patient support setting.
IV. Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals, and adapt to changing priorities.

The full performance level of this vacancy is GS-7.

Physical Requirements: Work requires some walking, standing, and bending, although it is considered primarily sedentary. Periods of sitting may be required for typing and data entry. Walking to various locations of the medical center with records of patients, consultations, supplies, etc. is necessary.
