Duties

Help
  • Serves as Senior Staff Officer, and Small Business Professional, at the head of a Major Command (MACOM) or Division/Center contracting activity level.
  • Serves as the Headquarters program business advisor to senior leaders, Division Commanders, and other senior leaders in a matrix organization, requiring interface across multiple disciplines and functional structures.
  • Develops presentations and prepares fact sheets or statements for national and regional commanders, and for staff review and analysis sessions.
  • Promotes the maintenance of district level programs designed to prepare market research and locate capable businesses for the Small Business Programs for current and future acquisition.
  • Ensures that Small Business firms and socio-economic programs are given full consideration in the acquisition process, and as required, provides assistance to the districts in the evaluation of a prime contractor's subcontracting plans.
  • Reviews and analyzes trends in performance concerning the letting of contracts and subcontracts to Small Business concerns, including statistical and narrative analysis on Small Business programs, goals, and achievements.
  • Provides market research and data analysis to develop a center of excellence for use by United States Army Corps of Engineers (USACE) small business specialist and other acquisition personnel in identifying small business capabilities.
  • Serves as the senior advisor providing expert senior financial resources oversight and policy guidance for all funds with the Headquarters United States Army Corps of Engineers (HQUSACE)/Small Business (CESB) Office portfolio.
  • Serves as Resource Manager and represents HQ USACE, Corps of Engineers Small Business (CESB) Office on program reviews concerning financial matters.
  • Manages the HQ USACE/CESB suspense system and arranges for all Congressional and higher headquarters queries to be answered on time.
  • Establishes, develops and maintains effective working relationships with other coordinating organizations as it relates to promoting and supporting all the small business programs.
  • Develops and implements meaningful metrics to use in managing the success of all small business programs.
  • Oversees the outreach needed at events that ensure the success and high visibility of individual programs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of approximately 25% of the time.
  • Selectee(s) must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
  • Selectee must be an Acquisition Corps (AC) member at the time of selection for the position or have been granted a waiver.
  • This is a Critical Acquisition Position. Selectee must be able to obtain a Senior III Certification (Acquisition Career Field 14) within 24 months of entrance on duty.
  • Selectee must possess at least an acquisition Level II certification at time of applying for this position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Procurement Analyst:
Degree:
Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: collaborating with multifunctional teams to implement small business program related inspections to ensure compliance; reviewing acquisition strategies to ensure small businesses in each socio-economic group have a fair opportunity to do business with the federal government; coordinating acquisition training for the contracting workforce; advising senior level managers on small business issues; and conducting analysis and evaluation of small business programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
