Help

Duties include but are not limited to:

  • Perform duties/functions related to all aspects of the Civilian Pay Technician, including reviewing documents for proper applications of pay regulations (i.e.; appointments, promotions, pay adjustments, reassignments, awards & separations) affecting employees under the General Schedule, General Pay Administration, both title 5 & title 38, Federal Wage System, Senior Executive Service, and Research.
  • Codes appropriate data into an integrated Human Resources & Fiscal automated system to properly update master records, adjusts leave balances, reviews time & attendance of a diversified workforce, processes tax levies & collections, etc,
  • Prepares & maintains payroll records/reports and performs other administrative and civilian pay duties/responsibilities
  • Required to satisfactorily complete both on-the-job training and related instructions from the immediate supervisor
  • Review personnel documents for proper application of pay regulation
  • Review authorization documents and codes the appropriated data for input
  • Process tax levies and collections of other debts due to United States government
  • Maintain payroll records for all employees on an up-to-date bases.
  • Performs other duties as assigned

Promotion Potential: The full performance of this position is GS-07. Selectee may be promoted to the full performance level without further competition when fully qualified and recommended by the selecting official. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/03/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: processing pay and leave actions by utilizing various automated pay systems; recording, reconciling, and balancing pay data by various categories for accounting, budget, production, or other management purposes; making retroactive adjustments and tracing errors which involve correction of pay and extensive research; applying knowledge of rules, regulations, and practices relating to civilian pay and time and leave; creating and maintaining reports related to employees' pay and leave; keeping abreast of a broad range of pay plans, different types of appointment and work schedule, and employment situations and conditions; and recent knowledge of federal payroll processes.
  • GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Handling complex pay adjustments which may involve transfers between pay systems; applying knowledge of personnel actions and coding procedures by utilizing payroll codes; reviewing payroll records to identify processing procedures; establish and/or changing master records; training timekeepers and conducting periodic audits; preparing required payroll reports; and recent knowledge of federal payroll processes.
  • Education: Graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily perform while sitting, but requires some walking, standing, carrying of light objects, and occasionally driving an automobile.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
