This Accounting Technician position is located in the VISN 12 Great Lakes Finance Service (GLFS) at the Tomah VA Medical Center in Tomah, WI.

DUTIES INCLUDE:
-Serves as a lead accounting technician in the Tomah Finance Service supporting the non-MCCF (Medical Care Collection Fund) accounts receivable and debt collection functions and other accounting functions within the Accounting Section.
-Is the principal point of contact for agency clients/customers regarding non-MCCF accounts receivable.
-Ensures that non-MCCF accounts receivable are promptly and properly audited and recorded in the VA's subsidiary records and verifies that information sent to FMS has been accepted and recorded properly.
-Reviews and analyzes case information and determines the best course of action to follow in order to recover debts.
-Corresponds with agency clients, vendors, employees, former employees, and legal representatives regarding indebtedness, proper application of collections, and repayment plans.
-Prepares the reconciliation of the general ledger to subsidiary accounts and accounting reports and ensures the timely preparation of all reports for local management.
-Identifies and analyzes uncollected accounts, ensures proper follow-up procedures are followed, and determines if collection action is to be pursued, appealed, closed, or referred for enforced collection.
-Prepares refund vouchers and payments for debts that have been overpaid.
-Analyzes and determine the proper cost center and budget object code (BOC) on undelivered orders.
-Obligates and liquidates purchase orders.
-Reviews documents for proper authorization and adherence to regulations; verifies proper appropriation or fund, and verifies funds are available to cover obligation to prevent anti-deficiency.
-Reconciles undelivered orders, accounts payable, and accrued services payable with the general ledger control accounts.

Qualifications

To qualify for this position, applicants must meet all requirements 30 days from the closing date of this announcement, 06/25/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience as described below:
GS-7 SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience equivalent to the GS-6 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of an Accounting Technician. Specialized experience includes but is not limited to: Experience in resolving technical problems in a computerized accounting system. Experience in releasing and issuing payments. Experience processing non-MCCF bill of collections for the facility. Working with a wide variety of interrelated steps, conditions, and procedures or processes required to assemble, review, and maintain complex accounting transactions. Working with accounting regulations, operations, and procedures governing a wide variety of transactions to resolve nonstandard transactions, complaints or discrepancies, or provide advice.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work may require some physical effort such as standing, walking, bending, or sitting. There are not special physical demands, other than carrying light items such as books, files, and other office supplies.
