Summary

This position is for a Risk & Quality Management consultant who is directly responsible to the Chief of Quality Management. This position works closely with assigned services/service line chiefs, nurse managers, committee chairpersons and hospital leadership in developing and collaborating relationships with other medical center disciplines. You will provide leadership for improving holistic patient care through performance measurement, performance improvement and quality of care activities.

Help

Duties and responsibilities for this position include but are not limited to the following:

  • Demonstrates knowledge of Risk Management principles and can analyze and integrate clinical data into Risk Management policy and operations.
  • Advises the facility Director and Chief of Staff on issues pertinent to facility Risk Management.
  • Participates in the execution of national Risk Management programs and policies by guiding the development and implementation of programs within the facility.
  • Works with the National Office of Risk Management (10E) and the Office of Quality, Safety, and Value to provide policy and procedure recommendations to and from the field.
  • Maintains cooperative relationships with other VA entities such as the Veterans Benefits Administration (VBA) Regional Offices, Office of Regional Counsel, National Center for Patient Safety, and Office of Medical-Legal Affairs.
  • Assist with NPDB reporting and SLB reporting (this falls under Tort Claims and the OMLA process).
  • Participates in Regulatory Standards, System Redesign, and Performance Improvement, Peer Review, Residency Advisory Committee, Patient Safety, Risk Management, and other committees as assigned.
  • Prepare credentialing request for tort claims of other facilities per ROI of provider.
  • Use Tort Claim Process for all tort claims: (Small Tort Claims, Non-Injury Tort Claims, Medical Tort Claims).
  • Assist the Chief of Staff with Medical Advisory Opinion (MAO) assignments and maintains a spreadsheet for deadlines.
  • Responsible for providing the clinical expertise and leadership for implementation of the medical center's Quality Management or Quality, Safety, and Value (QSV) program.
  • Responsible for planning, organizing, coordinating, and controlling overall operations of the continuous survey readiness program which includes federal regulatory requirements, internal survey process and external accreditation standards compliance performance.
  • Prepares and implements strategy and plans designed to meet regulatory and accreditation requirements for Continuous Readiness Program including the use of available Accreditation Tools, TJC AMP, and VHA, VISN, and National websites.
  • Serves as a Joint Commission and OIG Subject Matter Expert with comprehensive and authoritative knowledge of the Joint Commission, OIG, and other regulatory standards and survey process; providing guidance, instruction, direction and leadership across multiple clinical teams for achieving quality outcomes for patients and successful accreditation surveys.
  • Executes position responsibilities that contribute to the improvement of safe delivery of patient care, compliance with regulatory bodies, enterprise risk management (high reliability organization), system redesign, productivity, effectiveness and efficiency in the Medical Center functions using Lean/Six Sigma thinking and other Performance Improvement tools to meet specific operational needs of assigned services/programs.
  • Executes position responsibilities that contribute to the improvement of safe patient care, regulatory compliance, systems redesign, productivity, effectiveness and efficiency in the Medical Center functions.
  • Serves as an active participant for numerous Medical Center Committees, or Collaborative Workgroups most relevant to assigned services/programs or clinical expertise.
  • Complete daily occurrence screens, tracers, action items, fact findings, and other investigations related to OIG or other complaints.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.

Physical Requirements:
The physical requirements of this position include lifting, prolonged standing, frequent bending, stooping, walking throughout a large facility, reaching, ability to use a keyboard or adaptive hardware for computer use, and repetitive motion. The mental/sensory requirements include recall, reasoning, problem-solving, hearing, speaking clearly, writing, keyboarding, reading and logical thinking. The environment's pace can vary from steady to a sometimes-fast pace, requiring handling of multiple priorities, frequent, sometimes intense customer interactions, and the ability to adapt to frequent change in a sometimes-noisy environment. There may be the need to use personal protective equipment to prevent exposure to disease, illness and hazardous materials.

Additional information

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
